ASEAN's Strategic Options and Requirements
Speaking at the conference, emphasizing that "inclusiveness and sustainability" are ASEAN's strategic choices and requirements in a volatile and uncertain world , Prime Minister Pham Minh Chinh suggested that ASEAN strongly promote three sources of strategic strength to realize this goal.

Firstly, ASEAN needs to strengthen solidarity and unity, thereby enhancing its overall strength and synchronously and effectively implementing the association's strategies and action plans.
Second, ASEAN needs to promote its dynamic vitality, autonomy, and self-reliance, and strengthen intra-bloc connectivity on the basis of proactively and promptly implementing cooperation plans combined with regular reviews and adjustments to ensure smooth operation of mechanisms.
Third, ASEAN needs to make efforts to create innovation and creativity, through urgently completing new cooperation frameworks such as the ASEAN Digital Economy Framework Agreement and the ASEAN Digital Master Plan, promoting cooperation in data infrastructure development and cross-border data governance...
On October 27, Prime Minister Pham Minh Chinh also attended the following conferences: the 26th ASEAN-Korea Summit; the ASEAN Summit with China, Japan, and the Republic of Korea (ASEAN+3); the 5th Regional Comprehensive Economic Partnership (RCEP) Summit; and the 15th ASEAN-UN Summit.
In the context of the world and the region continuing to experience many complex and unpredictable changes, the Prime Minister asked ASEAN to continuously make efforts to contribute to maintaining an environment of peace, security, stability and development, considering this a top priority.
Accordingly, ASEAN needs to make more efforts to maintain solidarity, unity and persevere in its principled and consistent stance on the East Sea issue, promote compliance with international law, including the 1982 UNCLOS; and urge relevant parties to soon reach an effective and substantive Code of Conduct (COC) in accordance with international law, especially the 1982 UNCLOS.
The Prime Minister also stressed that ASEAN needs to continue promoting the culture of dialogue and cooperation, resolving disputes and disagreements by peaceful means on the basis of the principles of the ASEAN Charter, the Treaty of Amity and Cooperation in Southeast Asia (TAC) and international law.
EAS needs to take the lead in defending the principles of international law
On the afternoon of October 27, Prime Minister Pham Minh Chinh and leaders of ASEAN countries and partners including China, the US, Russia, India, Japan, South Korea, Australia and New Zealand attended the 20th East Asia Summit (EAS).
At the conference, EAS leaders highly appreciated the important role and great cooperation potential of EAS, with 18 members representing more than half of the population and about 60% of global GDP. In 2024, the trade turnover of goods between ASEAN and EAS partners will reach about 1.9 trillion USD, FDI capital flows will reach nearly 93 billion USD, reflecting the prospect of deep cooperation in the region.
Speaking at the conference, Prime Minister Pham Minh Chinh suggested that the EAS should take the lead in protecting the principles of international law and multilateralism, promoting an open, inclusive, transparent, and rule-based regional order, with ASEAN playing a central role; at the same time, the EAS should pioneer in cooperation to promote new growth drivers.

Vietnam supports and is ready to contribute to the process of peace and sustainable stability on the Korean peninsula; and called on relevant parties in Myanmar to end violence and conduct comprehensive dialogue...
At the end of the meeting, the leaders adopted the Kuala Lumpur Declaration on the 20th Anniversary of the EAS and the EAS Statement on Promoting Localisation in Disaster Preparedness and Response.
