A significant breakthrough in economic management capabilities.
Clearly identifying the potential and advantages of the locality in terms of geographical location, topographical features, and workforce during the period of demographic dividend, as well as grasping the development trends of the world and domestic economies, the Party Committee and government of Bac Giang province have built a comprehensive and overall development strategy. The implementation process has been decisive, with thorough, timely, and flexible guidance in each specific context and stage; proactively deploying solutions appropriate to the reality to remove bottlenecks and obstacles in order to promote investment, create momentum for immediate growth, and prepare for the long term.
In 2022, the province had a strong breakthrough in economic management capacity, the Provincial Competitiveness Index (PCI) rose to second place in the country, up 29 places compared to the previous year, the highest ever.
In the difficult conditions after the Covid-19 pandemic and the impact of the global economic downturn, the province's economy has maintained a strong recovery momentum; the economic growth rate (GRDP) for the whole year of 2022 reached 19.3% (nearly 2.5 times the national average), the highest ever (of which: industry - construction increased by 26.7% (industry increased by 30.9%, construction increased by 0.5%); agriculture, forestry and fishery increased by 2%; services increased by 7.5%; product tax increased by 8.4%).); the industrial development index led the country.
In the first quarter of 2023, the province's GRDP reached 8.4%, ranking 8th nationwide; all production sectors experienced growth, including: agriculture, forestry and fisheries increased by 1.74%, industry and construction increased by 10.02% (industry increased by 10.5%, construction increased by 4.7%), services increased by 6.26%, and product taxes increased by 3.06%; state budget revenue reached 4,240 billion VND.
A highlight in the province's economic development is its investment attraction efforts. Bac Giang's foreign direct investment (FDI) capital consistently ranks among the top 10 provinces and cities nationwide. In 2022, the province attracted over US$1.4 billion in FDI capital (a 7.1% increase compared to the same period), with 38 newly licensed FDI projects with registered capital of US$581.49 million; 48 FDI projects increasing their capital with a total additional US$879.15 million; and 30 foreign investors registering to contribute capital, purchase shares, or acquire stakes in economic organizations with a registered capital of US$97.5 million.
Promoting that result, in 2023, Bac Giang continues to be trusted by foreign investors to register for investment with a total attracted capital of over 1 billion USD (2.5 times higher than the same period in 2022) within just the first 4 months of 2023 (Bac Giang ranks 2nd in the country after Hanoi in terms of FDI attraction results).
To create advantages to attract investment, Bac Giang province focuses on 3 breakthroughs: Synchronous investment in industrial park infrastructure, traffic infrastructure, urban infrastructure and social infrastructure around industrial parks and clusters; Improving the quality of human resources; Removing difficulties and obstacles in institutions and policies.
As of April 2022, there are 9 industrial parks (IPs) in the province with approved construction planning. Of which, 8 IPs have been approved by the Prime Minister for investment with a total natural land area of about 1,792.5 hectares; 5 IPs in operation include: Dinh Tram, Quang Chau, Van Trung, Song Khe-Noi Hoang, Hoa Phu.
5 industrial parks under construction and expansion include: Viet Han Industrial Park with an area of 197.31 hectares; Tan Hung Industrial Park with an area of 105.3 hectares; Yen Lu Industrial Park with an area of 377 hectares; Quang Chau Industrial Park (expansion), with an area of 119 hectares; Hoa Phu Industrial Park (expansion), with an area of 85 hectares.
Transportation infrastructure continues to undergo significant changes; many important transportation routes have been newly started, such as the Nhu Nguyet Bridge construction project, the Dong Viet Bridge construction project, the project to build a bridge and access road connecting My An Port - National Highway 31 - National Highway 1 and the branch line of Suoi Nua Lake - Khuon Than... thereby strengthening connectivity with localities inside and outside the province, opening up development space, and promoting socio-economic development in localities. Many urban areas, service projects, social housing, housing for workers and medical, educational and cultural facilities around industrial zones have been established to serve the lives of experts and workers.

The province focuses on developing high-quality human resources to meet the development requirements of key sectors and fields of the province; improving the training quality of vocational training institutions, ensuring adequate supply of skilled workers. Regularly review and evaluate human resource needs in each locality, each sector and each field; promote activities connecting labor supply and demand, consulting, and introducing jobs to workers, ensuring timely labor supply, meeting the production and business needs of enterprises. The whole province currently has nearly 1.2 million people of working age, accounting for 60% of the population, the rate of trained workers is 74%; of which, the rate of trained workers with diplomas and certificates recognizing training results is 32% (higher than the national average of 5%).
During the implementation of the projects, Bac Giang has directed the establishment of working groups headed by the provincial People's Committee to regularly monitor the implementation of the projects, promptly resolve difficulties and problems, especially those related to administrative procedures in investment, loans, site clearance, and construction permits. At the same time, pay attention to and focus on directing the review of mechanisms and policies that are no longer suitable to reality to amend, supplement, and improve, thereby promptly removing difficulties in procedures, mechanisms, and policies on the basis of legal regulations to create a favorable and open production and business environment, providing maximum support for business operations and people's lives.
Boosting FDI attraction from G7 countries.
In recent times, Bac Giang province has prioritized significantly improving its investment and business environment, coupled with enhanced cooperation with countries worldwide, to seize opportunities and boost foreign direct investment (FDI). Bac Giang hopes to expand its cooperation with investors from the Group of Seven (G7) industrialized nations.
Currently, in the G7 group, Bac Giang is cooperating with Japan, the US, the UK and France. The whole province has 27 FDI investment projects of Japanese enterprises with a total registered capital of about 294.08 million USD and 11 times Japanese investors registered to contribute capital, buy shares, buy capital contributions in economic organizations with a registered capital of 19.2 million USD.
In total, there are 3 FDI projects of investors from France, with registered investment capital reaching 37.78 million USD, accounting for 0.3% of total foreign investment capital in Bac Giang. In addition, there is 1 investor from France registered to contribute capital, buy shares, buy capital contributions in economic organizations to invest in production and business with registered capital reaching 0.014 million USD. Regarding the UK, up to now, the province has 2 projects with registered capital reaching 10.2 million USD.
On the US side, the whole province has 04 FDI investment projects of enterprises, with a total registered capital of 15.6 USD, all implemented in industrial parks in Bac Giang province and 7 US investors registered to contribute capital, buy shares, and capital contributions in enterprises in Bac Giang province. US enterprises investing in Bac Giang province are mainly small and medium enterprises focusing on the fields of processing and manufacturing: Production of electronic components, production of new energy equipment....

Despite significant achievements, attracting FDI from G7 partners is still not commensurate with its potential and strengths. Therefore, in the coming time, leveraging the province's competitive advantages, Bac Giang has and will continue to implement many solutions with the hope of attracting investment from G7 investors, specifically:
Firstly, effectively implement the Provincial Planning for the 2021-2030 period, with a vision to 2050 (in Decision No. 219/QD-TTg dated February 17, 2022 of the Prime Minister). The province is constantly making efforts to review, establish, and adjust planning to effectively overcome overlapping situations, increase planning coverage, and improve the quality of planning work.
Second, continue to improve infrastructure, especially transport infrastructure, industrial infrastructure, trade and services. Regarding transport infrastructure, the province continues to invest in building new routes combined with renovating and upgrading some existing routes to create a synchronous transport network, ensuring high connectivity, especially external connections with Noi Bai airport and seaports in the region; at the same time, awakening potential, creating new development space.
Regarding industrial infrastructure, the province has determined that by 2030, it will develop 29 industrial parks with an area of 7,000 hectares and 63 industrial clusters with an area of about 3,906 hectares. The areas where industrial parks and clusters will be concentrated include: Industrial zones along the National Highway 1A corridor, Hanoi-Lang Son Expressway; Industrial zones along the corridors of DT398, DT296-DT295-QL37-QL17-DT299; Eastern industrial zones along the corridors of DT293-QL37, and belt V. At the same time, it will accelerate projects of urban areas, services, logistics, social housing, cultural, medical and educational institutions in areas near industrial parks to serve the needs of social development.
From now until 2025, the orientation of attracting industrial development in Bac Giang province will gradually shift from breadth to depth. After 2025, the province will focus on shifting strongly to depth in the direction of improving productivity, quality, efficiency, using less resources, energy, and being environmentally friendly.
Thirdly, leverage the strengths in agricultural development. Agricultural products are currently only processed and preserved manually. Therefore, in the agricultural sector, Bac Giang province invites and prioritizes attracting G7 investors in fruit and vegetable processing and food processing, linked to the development of concentrated agricultural areas and the application of high technology. In livestock farming, the province prioritizes attracting investment projects to build factories for processing pork and chicken for export. In the forestry sector, priority is given to attracting projects for intensive large-timber forest planting; and the production and processing of plantation timber using advanced technology.
Fourth, continue to promote human resource training, improve the quality of skills and supply high-quality labor resources; invest in facilities to upgrade vocational education facilities, and innovate teaching programs to meet the labor needs of businesses.
Fifth, promote administrative reform, simplify and shorten the time to handle administrative procedures; maintain discipline and order in the spirit of accompanying and supporting business development with the policy of "business development, strong province". In addition, the province focuses on digital transformation, applying it to direction and administration, public service implementation; developing smart cities with synchronous technology infrastructure.
With the aspiration to open up new investment opportunities, Bac Giang always welcomes and commits to creating the best investment environment for investors in general, and businesses from the G7 group in particular, by fully applying the highest investment incentives according to the unified national regulations; implementing the province's own investment incentive and support mechanisms and policies; helping businesses access land and effectively resolve labor issues; ensuring infrastructure up to the boundary of industrial parks and clusters and essential input conditions for production and business; and quickly resolving administrative procedures related to investment. At the same time, it will publicly and transparently disclose investment procedures, construction and land planning, and sectoral planning, aiming to become an industrial province of Vietnam.
