Bac Ninh pioneers in developing semiconductor industry: Part 3 - Creating a model ecosystem

BAC NINH - The Resolution of the 1st Congress of the Bac Ninh Provincial Party Committee, term 2025-2030 sets out the goal of developing high-tech industries, green industries, digital technology industries, forming a leading electronics center in Vietnam. Thereby, building a model semiconductor industrial ecosystem, this is a breakthrough in implementing Resolution 57 of the Politburo on science, technology, innovation and digital transformation.

Prioritize resources

According to Mr. Vuong Quoc Tuan, Chairman of the People's Committee of Bac Ninh province, the issuance of the Resolution on attracting students to study semiconductors and artificial intelligence demonstrates the province's strategic vision in quickly building a high-quality human resource to serve the development of the semiconductor industry locally and nationwide. With the goal of becoming a leading center for science and technology development, innovation and semiconductor ecosystem in Vietnam, Bac Ninh is always wondering how to have practical and breakthrough policies to develop talented human resources. The province determines that when there are human resources early, businesses will soon achieve the goal of developing the semiconductor industry, thereby operating more effectively, contributing to promoting the overall development of the province.

Based on that orientation, Resolution 05 was issued with specific policies to attract more and more vocational students, while demonstrating the province's great efforts in ensuring budget resources. It is expected that Bac Ninh will spend more than 1 trillion VND to support human resource training, not only for students in the province but also for students from other provinces studying at universities and colleges specializing in semiconductors in Bac Ninh - a rare policy even in developed countries. To obtain this source of funding, the province had to implement savings, exploit resources and allocate a reasonable budget to ensure effective implementation.

Resolutions to support human resource training in the semiconductor industry have been implemented promptly and effectively by relevant departments, branches, sectors and agencies, receiving high appreciation from learners, teachers, vocational training institutions and the people. These policies especially encourage disadvantaged students from ethnic minorities, poor and near-poor households, people with disabilities, people without financial support, etc. to study high-quality programs at intermediate, college and university levels in the semiconductor industry and artificial intelligence right in the locality. Nguyen Van Nam, a student at Bac Ninh Industrial College, shared: "I am currently studying automation. The school is near my home, I do not have to spend much money, I can still stay at home in the evening and also receive additional financial support. After graduating, I have high job opportunities and a stable income, so I can study with peace of mind."

Strive to take the lead in implementing Resolution 57

Resolution No. 57-NQ/TW issued by the Politburo on December 2, 2024 is a particularly important thematic resolution, considered as "Contract 10" in the field of breakthroughs in science and technology. The issuance of the resolution has created a new breeze, a strong push to promote the development of science and technology nationwide. Bac Ninh province clearly identifies its pioneering role in implementing Resolution 57 and is making efforts to deploy many specific solutions, in which focusing on developing human resources in the semiconductor industry is considered the most effective and practical direction.

To realize this goal, Bac Ninh has reserved at least 5% of the land fund in each industrial park for science and technology enterprises, and applied preferential tax policies. The province is also building a specialized industrial park exclusively for science and technology enterprises with specific policies to facilitate investment and development activities. When this industrial park shows positive signals and clear effectiveness, the province will gradually replicate the model to spread the impact.

Bac Ninh has attracted prestigious universities such as Hanoi University of Science and Technology, University of Natural Resources and Environment... to build in the area; signed cooperation agreements with four large corporations including Viettel, T&T Group Joint Stock Company, Vingroup Corporation and FPT Joint Stock Company, units with strong potential, rich experience and possessing high-quality human resources in the field of information technology and software. According to the agreement, the Provincial People's Committee committed to support and guide enterprises to fully implement procedures and processes to implement projects on schedule; accompany FPT's partners in the work of negotiating, compensating, clearing land and preparing clean land to soon start construction of projects. Bac Ninh also created the most favorable conditions for enterprises to work with specialized agencies, study the current situation and needs for innovation in the locality. After signing, the parties quickly got involved and implemented the cooperation contents. At the same time, the province requested relevant departments and branches to research and support the construction of technology training centers for enterprises in accordance with the spirit of Resolution 57.

Review and promote policy effectiveness

The Resolution of the People's Council of Bac Ninh province on supporting human resource training in the semiconductor industry is a pioneering policy in the country, highly specialized in developing human resources for the semiconductor industry. However, some opinions say that the current specific policies are still local and regional; there are similar policies but the support levels and implementation processes are different, especially for teachers, students. After the merger of the two provinces, some support contents are suitable for one locality but not really suitable for another, requiring review and adjustment to ensure consistency and effectiveness.

In the period of 2025-2030, Bac Ninh aims to become the leading semiconductor industrial center in the North and the whole country. With the above goal, in the immediate future, it is necessary to continue to effectively promote policies to support human resource training, while at the same time promoting the role of youth, students, and the generation of high-tech engineers "made in Bac Ninh". At the same time, review the policies of the two localities to prepare to issue a new, integrated resolution for human resource development, in which priority is given to the semiconductor industry. According to Mr. Doan Xuan Thanh, Deputy Director of the Department of Education and Training, the new resolution on supporting human resource training in the semiconductor industry is expected to be submitted at the end of this year. This resolution will cover both the former Bac Ninh and former Bac Giang localities in the direction of supporting at the highest level; at the same time focusing deeply on supporting international linkages and cooperation. Training schools can cooperate with experts, universities and colleges abroad to provide dual degrees in semiconductor majors.

Faced with the opportunity to participate in the global semiconductor production chain, many opinions suggest that Bac Ninh needs to take appropriate steps but also need to be more urgent and drastic. Based on Vietnam's Semiconductor Industry Development Strategy and existing advantages, the province needs to choose the appropriate stage in three stages: Design, manufacturing, packaging and testing. From now until 2030, Bac Ninh will focus on attracting enterprises operating in the field of packaging and testing of semiconductor products, a field suitable to the province's current capacity. Flexibly implement the Central government's semiconductor industry development policies, especially preferential policies and specific mechanisms. The province also needs to fully prepare technical and social infrastructure to meet the strict requirements of FDI enterprises in the semiconductor sector.

Mr. Nguyen Cuong, Permanent Vice Chairman of the Provincial Business Association, said that the successful implementation of the Human Resources Training Plan for the Semiconductor and Artificial Intelligence Industry by 2030 is a prerequisite to attract semiconductor manufacturing enterprises. Vocational training institutions in the province focus on promoting international cooperation, cooperating with enterprises to standardize training processes, and at the same time encourage enterprises to establish research centers, cooperate with research institutes and universities to develop advanced technologies and new products, thereby forming an innovation center in the semiconductor industry in Bac Ninh.

Thus, with a clear development orientation and a pioneering policy when issuing the Resolution of the Provincial People's Council on supporting training and attracting human resources in the semiconductor industry, Bac Ninh is affirming its position as a locality with enough capacity and conditions to train high-quality human resources. This force not only meets the direct labor needs of enterprises operating in the fields of semiconductors and artificial intelligence, but also indirectly serves satellite and auxiliary enterprises and units in the production chain nationwide. This is the human resource team that shows proactive preparation, taking the lead, creating a solid foundation for Bac Ninh to promote investment attraction, especially large projects with labor needs far exceeding forecasts. With a strategic vision and drastic steps, Bac Ninh is gradually creating a high-tech industrial ecosystem, ready to deeply integrate into the global value chain.
