With decisive and systematic efforts, the unit has achieved practical results in improving service quality, minimizing customs clearance time, and contributing to making the Customs sector a core force in the national digital transformation journey.
Immediately after consolidating its new organizational structure, the Customs Sub-Department of Region V promptly and seriously implemented Resolution No. 57-NQ/TW. To ensure high efficiency, the Sub-Department established a specialized Steering Committee on the development of science and technology, innovation, digital transformation, and administrative procedure reform. This is considered the central body, providing direction throughout all innovation activities.

The Sub-Department established two specialized working groups to assist in digital transformation and administrative reform, creating a streamlined and highly specialized organizational structure. In particular, the Sub-Department issued the Plan for the Development of Science, Technology, Innovation, Digital Transformation, and Administrative Procedure Reform for 2025, with a vision for the period 2026-2030. To ensure the progress of the Plan, the Sub-Department conducts monthly progress assessments, demonstrating seriousness and high determination.
Recognizing that human resources are central to digital transformation and innovation, the Customs Sub-Department of Region V focuses on training and developing professional skills and digital technology skills. Mr. Nguyen Viet Hung, Head of the Risk Management and Information Technology Department of the Customs Sub-Department of Region V, stated: “In the past period, the Sub-Department has organized training courses and workshops on digital transformation and the application of artificial intelligence (AI), especially generative AI (GenAI), helping customs officers to immediately apply these skills to their daily work, improving efficiency and the quality of operational processing…”. To date, nearly 400 leaders and officers have participated in training, a clear testament to the shift in mindset and proactive approach to new technologies.

From May 2025, the Customs Sub-Department continued to implement the Centralized Customs Management System (CCES) with the participation of 100% of leaders and officials. This system has helped reduce paperwork by 95%, and all directives and operations are carried out entirely electronically. This change not only saves costs and time but also creates a "paperless" working environment, enhancing transparency and timeliness in directives and operations.
To improve the speed and accuracy of customs clearance, the Sub-Department proactively developed tools for searching information on intellectual property and administrative procedures, with over 3,000 searches per month. These tools help officials process tasks quickly and accurately, significantly reducing customs clearance time for businesses.
The Sub-Department has built and maintained an electronic portal on its information website to disseminate information on the implementation of Resolution 57, linked to innovative models. In an effort to support businesses and improve the investment environment, the Sub-Department has signed a memorandum of cooperation with Amkor Technology Vietnam Co., Ltd. and Luxshare ICT Vietnam Co., Ltd. on the application of science and technology, innovation, and digital transformation. The signing of agreements with these two large-scale foreign-invested enterprises opens up opportunities to leverage data, optimize risk management processes, and provide the best possible support for the business community.
Innovative initiatives have yielded positive results. Business processes have been streamlined and automated; customs clearance times and feedback for businesses have been significantly shortened. A representative from Samsung Electronics Vietnam Co., Ltd. stated: “Businesses highly appreciate the efforts of the Customs sector. In particular, the implementation of electronic systems such as VNACCS/VCIS, the National Single Window portal, and the automated risk management system… These improvements have helped businesses save time and costs in the customs clearance process.”
Thanks to practical support solutions, from January 1, 2025 to October 14, 2025, the Customs Sub-department of Region V processed nearly 1.35 million customs declarations, a 26% increase compared to the same period last year; total import and export turnover reached US$177 billion, a 25% increase; and budget revenue reached VND 12,655 billion, a 19% increase. With steady progress, the Customs Sub-Department of Region V aims to continue supporting businesses and promoting public-private partnerships. The unit is working towards implementing a centralized customs clearance model by 2026 – a major step forward in optimizing operational processes and gradually building a digital and smart customs system in line with the Vietnam Customs Development Strategy to 2030.
