Preferential policies
Over the years, industry has played a role as the growth engine of Bac Ninh, demonstrating the correct development orientation when identifying industry as a key sector to promote the economy , improve the quality of life of the people and enhance the position of the province. Entering a new phase, the semiconductor industry is considered the "backbone", a strategic shift in the process of industrial modernization. The province aims to turn Bac Ninh into a center for semiconductor production, supporting industry, and artificial intelligence in the North. To realize this aspiration, in addition to investing in synchronous infrastructure and attracting quality capital flows, the factor that the province pays special attention to is creating specialized human resources for the semiconductor industry - the foundation that determines the success of the industrialization strategy in the digital age.

Therefore, in vocational training and education, the two localities of Bac Giang and Bac Ninh have previously proactively integrated policies to support human resource development, especially for students studying information technology, programming, and related fields close to the semiconductor industry. A typical example is Resolution No. 61/2021/NQ-HDND dated December 10, 2021 of the Bac Giang Provincial People's Council, stipulating a number of policies to support vocational education in the 2021-2025 period. In particular, Bac Ninh province (old) issued Resolution No. 05/2024/NQ-HDND dated May 28, 2024, stipulating policies to support teachers, students and pupils at vocational and university education institutions in training high-quality human resources to serve the semiconductor industry and digital industry in the period of 2024 - 2030. Next, Resolution No. 13/2025/NQ-HDND of Bac Giang province issued on February 19, 2025 also focused on supporting training and attracting human resources for the period of 2025 - 2030.

These policies are a breakthrough, demonstrating the quickness in action of localities, especially Bac Ninh. Accordingly, the province is focusing on investing and training the workforce as soon as possible to be able to quickly enter the high-quality labor market. Notably, for vocational students, Bac Ninh implements a policy of tuition support for majors and occupations in high-quality training programs and occupations related to the semiconductor industry. The level of tuition support for students and workers who have graduated from high school to study at university, college, and intermediate levels at training institutions in the area, depending on the level and school year. In addition, the province also supports tuition for short-term training courses to change careers, meeting the human resource needs of the semiconductor industry.
Thanks to preferential policies of Bac Ninh province, many students have chosen to study locally instead of major universities. A typical example is Nguyen Duc Duy, from Ninh Xa ward, a student of the 54th course of Bac Ninh College of Electromechanics and Construction (Ministry of Agriculture and Environment). Although he scored 27.75 points and was admitted to Hanoi Pedagogical University, he still decided to study industrial electronics in Bac Ninh after careful consideration and consultation with his family, especially his brother, a former student of the school.
According to the provincial Department of Education and Training, although Resolution No. 05 and Resolution No. 13 have only been implemented for a short time, they have brought positive results. Up to now, more than 1,000 qualified students have been supported, higher than the Resolution's expectation. Some training institutions have many students supported, such as: Bac Ninh Industrial College; Bac Ninh College of Electromechanics and Construction; Ly Thai To College... In addition, some policies in Resolution No. 05 such as: Policy to support teacher training; short-term training for employees in enterprises to change careers to meet the needs of the semiconductor industry are being implemented.
Forming a high-quality human resource team
According to Dr. Nguyen Quoc Huy, Principal of Bac Ninh College of Electromechanics and Construction, the province is the first locality in the country to issue a policy to support the training of high-quality human resources to serve the semiconductor industry. With a commitment to invest up to 1 trillion VND by 2030 to support tuition fees for about 10,000 students, Bac Ninh has clearly demonstrated its long-term vision and "shortcut" strategy in preparing resources for the high-tech industry. The province's goal is not only to meet the local human resource needs but also to provide a team of high-quality technicians and experts for the semiconductor industry nationwide.

Implementing Resolution No. 05, Bac Ninh College of Electromechanics and Construction has organized training and completed support procedures for about 400 students in accordance with regulations. From now until the end of the year, the School will continue to review and ensure that qualified students will fully enjoy the province's preferential policies, contributing to the formation of a highly skilled workforce serving the semiconductor industry.
Other training institutions in the area are also constantly improving their capacity, gradually meeting the human resource requirements in the province's socio-economic development strategy. Dr. Vu Ngoc Khue, Principal of Bac Ninh Industrial College, said that the school is always proactive in reviewing and grasping the market's orientation and human resource needs to build a suitable training model. One of the bright spots is the model "School in enterprise - Enterprise in school" which has been effectively implemented with the support of large corporations such as Samsung, Canon, Goertek Vina... Some occupations apply the "1 + 1 + 1" training model: The first year is theory at school, the second year is practice at the enterprise, the third year is directly involved in the production process. Graduates can immediately meet the recruitment requirements of large investors, contributing to the timely supply of high-tech labor force to serve the province's enterprises.

With the Vietnam-Korea College of Technology, since 2023, the School has cooperated with Hana Micron Vina Limited Liability Company to train 100 students majoring in industrial electricity, information technology, electronics in semiconductor technology; at the same time, opening a Semiconductor Training Center at the School. Every Thursday, the Company's engineers directly teach students in class. Students participating in the post-graduation program are accepted to work at the enterprise with a salary 1 level higher than those who graduated from college but did not participate in this program. At the same time, cooperating with a number of large enterprises, increasing the practice time. Upon graduation, the enterprise will pay a salary equivalent to a university graduate. In addition, the School also actively cooperates internationally; orienting to recruit students to study semiconductor majors in China under a program that partially sponsors tuition and living expenses...
During the working session with the leaders of Bac Ninh province last September, Mr. Jiang Bin, Chairman of Goertek Group, acknowledged and highly appreciated the practical support orientations of the province in the development of high-quality human resources. From the suggestions of the provincial leaders on recruiting excellent graduates, suitable for the majors of the enterprise, especially the group of human resources supported by the province for training costs, the Group had the opportunity to receive good employees, contributing significantly to the development of the Company. Mr. Jiang Bin hopes that this cooperation model will continue to be maintained and expanded, and at the same time, he would like to thank the provincial leaders for their suggestions in the right direction, close to reality, creating favorable conditions for enterprises to develop sustainably in Bac Ninh.
Not only focusing on human resource development policies, the province also synchronously implements many specific incentive mechanisms to attract high-quality investment capital flows into the high-tech and semiconductor industries. One of the outstanding solutions is to shorten the time for investment procedures, helping businesses quickly deploy and put projects into operation. The province also focuses on building a shared infrastructure system to serve research and development of semiconductor technology, including new-generation electronic devices integrated with specialized chips. Comprehensive efforts in policy, infrastructure and institutions are creating a foundation for Bac Ninh to realize the goal of forming a complete semiconductor industrial ecosystem.
