Although the merged communes have all met new rural and urban standards, Bao Yen commune's traffic infrastructure still faces many difficulties, causing great obstacles to connection and development.
Up to now, after review, the commune has not met the traffic criteria because the traffic routes in the commune have been invested for a long time. On the other hand, due to the impact of natural disasters, storms and floods, they have seriously degraded. In the commune, there are still 29.51km of village roads, hamlets and inter-village roads that have been degraded.

One of the biggest bottlenecks currently is Provincial Road 160, the section from Hanh Phuc Bridge to the former Xuan Thuong commune. This is truly a difficult stretch of road for anyone who has to travel through it. On rainy days, the road becomes muddy and slippery, while on sunny days, dust covers everything.
Along the route, there are countless potholes, potholes and jagged rocks. Many sections of the slope have collapsed into the Chay River, narrowing the road and posing a potential risk of accidents. Manhole covers have collapsed, creating dangerous "traps" for passersby.


This situation not only affects traffic but also negatively impacts the lives of people along the route. Many large, beautiful, newly built houses have to be covered with canvas to block out dust. From a distance, the area along the Chay River looks like a row of makeshift tents.
Ms. Bui Thi Hoa, a resident of Hamlet 4 Vanh, shared that taking her grandchild to school four times a day along this road is a torment. "Every day I worry when I go through this; it's both dangerous and inconvenient. When it rains, the road floods and becomes muddy, and when it's sunny, dust covers everything," Ms. Hoa said with a frustrated expression.
Impatient after a long wait for the road to be upgraded, Mr. Ban Duc Tai - Head of Hamlet 4 Vanh - mobilized several households who regularly use trucks to transport agricultural and forestry products on this road to contribute materials and transportation to level some severely degraded sections that pose a danger to passersby. Mr. Tai said: "This solution is only temporary because with this volume of traffic, the soil and rocks will crumble again in just a few weeks, and potholes will reappear as before."

According to local authorities, Provincial Road 160 is managed by the province, so the commune does not have the authority to invest in its upgrading. Meanwhile, local resources are limited and insufficient to implement basic improvements. In reality, this road has been severely degraded for a long time, especially after the heavy rains and floods caused by the remnants of Typhoon No. 3 at the end of 2024. Recently, it has also had to carry hundreds of tons of equipment and materials for the construction of several projects in the area, further exacerbating the deterioration.
Untangle knots, create momentum for development.
The degraded Provincial Road 160 section through Bao Yen commune not only directly affects the daily life and economic development of the people but also becomes a bottleneck for the development of the entire strip of land with great potential along the Chay River.
Before implementing the administrative unit arrangement, Bao Yen district proposed to the province to build a bridge across the Chay River, embankments to protect the riverbank or expand riverside roads to develop urban areas along the river. However, until now, these ideas are still unfinished.

Therefore, upgrading provincial road 160, the section passing through the commune, is not only a desire of the people but also a key to promoting socio-economic development. Mr. Hoang Van Thoai, Secretary of the Party Branch of Hamlet 1, Pho Rang, Bao Yen Commune, said: "The condition of this road has been repeatedly raised by Party members and villagers in meetings and voter consultations. This has also been a source of frustration for the people for a long time. Therefore, we earnestly hope that the relevant authorities will pay attention and invest in upgrading it soon."
It is known that the Provincial People's Committee recently issued a Decision approving the adjustment of the project: Renovation and upgrading of Provincial Road 160, section from National Highway 279 to Xuan Thuong, accordingly adding the renovation and upgrading of 11km with a scale of mountainous road class V to ensure synchronization with the sections from National Highway 279 to Xuan Hoa commune. The implementation time after adjustment is until the end of 2027, and the project is invested by the Provincial Project Management Board for Investment and Construction of Transport Works.
Mr. Trinh Tien Duat - Vice Chairman of Bao Yen Commune People's Committee said: The local government is committed to coordinating with the investor to promote and mobilize people to speed up the site clearance progress so that the contractor can carry out construction smoothly.

Transportation infrastructure is a key factor in promoting the development of Bao Yen commune, especially in the context of its recent merger and its orientation towards becoming a regional center. Removing traffic bottlenecks, upgrading routes, particularly Provincial Road 160, and developing connecting infrastructure will not only improve the lives of the people but also create momentum for the sustainable development of the locality.
After the merger, Bao Yen commune plays the role of a central commune and a driving force for development in the former Bao Yen district. Therefore, investing in connecting transportation infrastructure and promoting local economic development not only facilitates Bao Yen in attracting investment and effectively exploiting its potential and strengths, but also helps the commune fulfill its role as a development center. This not only brings direct benefits to the locality but also makes a significant contribution to the overall socio-economic development of the province.
