At about 1:03 p.m. at Km 77+770 National Highway 18 (Uong Bi, Quang Ninh), the working group of Road Traffic Police Team No. 1 was on duty to inspect and handle violations of traffic safety and order when they discovered a white 4-seat TOYOTA car with suspicious signs, so they waved it into the lane for inspection.

At 5:15 p.m., the task force arrested the driver as he was fleeing to Hai Phong . The police tested the driver for alcohol and drugs, and the results were negative.
