Positive signals from industrial parks and industrial clusters
In June 2025 alone, the Ben Tre Provincial Industrial Park Management Board received and worked with 8 investors to learn about conditions and preferential policies for investment in Phu Thuan Industrial Park, in the fields of coconut processing, textiles, garments, and activated carbon. Notably, 2 investors proposed to lease the entire infrastructure of Phu Thuan Industrial Park.
Currently, Long Phuoc Industrial Parks and Industrial Clusters have 62 valid secondary investment projects, of which 46 projects have come into operation. The total registered investment capital is 17,939.9 billion VND (converted), including 34 domestic projects (8,231.88 billion VND) and 28 FDI projects (496.06 million USD).
In Giao Long Industrial Park Phase I, there are 25 valid secondary projects, including 9 domestic projects (VND 2,611.19 billion) and 16 FDI projects (USD 216.38 million), with a 100% occupancy rate. Phase II has 15 projects, including 7 domestic projects (VND 1,105 billion) and 8 FDI projects (USD 133.03 million), with a 100% occupancy rate. An Hiep Industrial Park has 16 valid projects (12 domestic projects with VND 2,879.84 billion and 4 FDI projects with USD 146.65 million), also 100% occupied. Long Phuoc Industrial Park has 6 domestic projects with a total capital of VND 1,635.85 billion.
To attract investment, the province continues to strengthen the management and operation of wastewater treatment plants, maintain infrastructure systems in industrial parks, ensure security, and regularly maintain and clean drainage systems.
The Provincial Industrial Park Management Board assessed that business operations in June 2025 were relatively stable, with positive signals. Accumulated disbursed capital reached VND 23.46 billion (FDI 0.7 million USD), equal to 3% of the 2025 plan. Monthly industrial production value reached VND 2,484 billion (2010 comparable prices), cumulatively reached VND 12,706 billion, up 6.24% over the same period, reaching 52.94% of the plan.
Total export turnover in the month reached 115.12 million USD; cumulative 624.11 million USD, up 19.65%, reaching 62.41% of the plan. Imports reached 37.52 million USD, cumulative 205.04 million USD, down 0.97%, reaching 45.56% of the plan. The current workforce is 36,520 people, including 283 foreign workers. Notably, 33,938 people participate in social insurance, reaching 92.93%, showing an improvement in social security policy.
Regarding planning, the Department of Construction has proposed that the Provincial People's Committee assign the Industrial Park Management Board the authority to approve the tasks and planning projects of An Nhon Industrial Park according to the Planning Law. The Management Board continues to monitor and direct the Provincial People's Committee to implement the next steps. At the same time, support businesses in registering and implementing labor regulations, labor agreements, social insurance status, labor contracts, etc. to ensure good implementation of policies.
In the field of environmental protection, the Board has coordinated with the Department of Agriculture and Environment to inspect the trial operation of waste treatment of projects such as the Viet World Food Factory, Giao Long Industrial Park and many other enterprises. At the same time, the Board has appraised greenhouse gas inventory reports of large companies such as Saigon Beer, Thanh Cong, Nidec Tosok, Dong Hai. The Board also participated in appraising the outline "Evaluating the effectiveness of the implementation of the Air Quality Management Plan until 2025 and developing the 2026-2030 plan".
In addition, the Board participated in the inspection team to check environmental laws at Minwie Vietnam Co., Ltd. Regarding the drainage solution of Giao Long Industrial Park, the Board regularly dredged and cleared the system, and completed the district and provincial canals. At the same time, proposed the Department of Finance to add the item of upgrading intersections and internal roads to the Industrial Park's surface drainage system project.
Regarding administrative procedures, there were no overdue files during the month. The Board received 18 new files, the number of files transferred from the previous period was 2. The total number of files resolved during the period was 16 files: 12 files before the deadline, 4 files on time, and the remaining 4 files are within the processing period. The Board regularly reminds businesses to implement good security and order, fire prevention and fighting, labor safety, food hygiene, etc. to create favorable conditions and accompany businesses.
Currently, the Ben Tre Industrial Park Management Board has coordinated with the Tra Vinh Economic Zone Management Board and Vinh Long Industrial Park to complete the Project to establish the Vinh Long Economic Zone Management Board on the basis of merging units. The parties also developed a Project to establish the Vinh Long Economic Zone Infrastructure Development Project Management Board.
At the same time, the Board continues to support businesses in resolving problems in infrastructure use, wastewater treatment, ensuring security, order, and labor safety during the implementation of investment projects. The Board is also urging and guiding investors with slow implementation progress, in order to promote effective investment activities, contributing to the socio-economic development of the province.
Speed up the progress of investment projects in industrial parks and industrial clusters
Mr. Le Van Nhien, Head of the Management Board of Industrial Parks of Ben Tre province, said that in order to concretize the implementation of the contents registered to implement the Provincial Party Committee's Resolution in 2025 in Official Dispatch No. 1023/KCN-VP, dated October 21, 2024, on setting out tasks and solutions to promote and attract investment in industrial parks and industrial clusters in the area, it is expected to create new resources and new breakthroughs, especially the merger of 3 Management Boards of 3 provinces in the new development space, in order to prepare conditions to welcome a new wave of investment and enterprises.
Specifically: Focus on calling for investment in industrial park infrastructure, attracting secondary investors to the province; supporting the implementation and putting the project into operation according to the schedule registered in the Investment Certificate; coordinating with the Environmental Police Department to monitor the environmental protection work of enterprises in the industrial park; monitoring, guiding and reminding enterprises to comply with regulations on construction, environment, labor, security and order, fire prevention and fighting, food safety and hygiene, and labor safety.
Focus on implementing the tasks registered in Official Dispatch No. 1023/KCN-VP, dated October 21, 2024, including: Establishing tasks and construction zoning planning projects (scale 1/2000) for An Nhon Industrial Park: Monitoring the proposed report of the Department of Construction sent to the Provincial People's Committee on assigning the Industrial Park Management Board to approve the tasks and construction zoning planning projects for An Nhon Industrial Park, according to the provisions of the Law on Urban and Rural Planning.
Calling for and attracting investment in Phu Thuan Industrial Park (40-50% of land area meets land allocation conditions, is suitable for investment attraction criteria, and ensures waste discharge conditions); calling for investors to build infrastructure in Giao Hoa Industrial Park; supporting the implementation and putting the project into operation on schedule as registered; reviewing slow-progressing projects, urging investors to speed up progress; handling slow-progressing investment projects in industrial parks.
Coordinate with relevant agencies to monitor environmental protection work of enterprises in industrial parks; coordinate with relevant units to guide and support investors in construction works; coordinate with localities to synchronously invest in socio-economic infrastructure systems outside the industrial park fence to create favorable conditions to attract investment and effectively solve social issues.
Organize legal dissemination campaigns for workers, contributing to reducing conflicts and labor disputes; guide businesses in implementing labor policies, ensuring food safety and hygiene, labor safety, fire prevention and fighting, environmental sanitation, security and order, traffic safety in industrial parks; coordinate with training units in the province and the region to connect training - solve employment for workers.
Coordinate with the Environmental Police Department to monitor environmental protection work of enterprises in industrial parks; coordinate with departments and branches to support enterprises in handling difficulties related to infrastructure, wastewater treatment, rainwater drainage, and tariffs that cause difficulties to production, business and export.
Monitor the dossier submitted by the Department of Construction for appraisal of the investment policy of the Giao Long Industrial Park Surface Drainage System project, including the additional investment scale for repairing roads in Giao Long Industrial Park in phases 1 and 2; direct the operation of the rainwater pumping station to meet the maximum drainage for Giao Long Industrial Park; regularly exchange, grasp information, and actively find solutions to remove difficulties for businesses.
Continue to complete procedures and documents to establish Phong Nam 2 Industrial Park, Dia Dua Industrial Park, C2 Industrial Park, An Hoa Tay Industrial Park; monitor and support infrastructure investment in the following industrial parks: Tan Thanh Binh, Phong Nam, and Thi Tran - An Duc to create favorable conditions to attract secondary investment; monitor the operations of enterprises and industrial and handicraft production establishments to promptly remove difficulties and create conditions for stable production.
Coordinate with investors to resolve problems of power projects in the area; speed up construction progress, especially site clearance for 110kV power projects.
The province is actively implementing instructions related to the merger of provinces, including the Industrial Park Management Boards; strengthening cooperation, investment promotion, regional/sub-regional linkage; continuing to effectively implement the socio-economic development cooperation program with Ho Chi Minh City until 2025.
Well implement the plan to organize activities to connect foreign events in 2025, contributing to promoting the image and potential of the province, promoting cooperation, calling for investment, promoting trade and tourism in the province, especially strongly attracting new industrial parks and industrial clusters in the province in the future.
