Secretary of the City Party Committee Nguyen Duy Ngoc inspected the progress of the Ring Road 4 project - Capital Region

On November 23, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc directly inspected the implementation of the Ring Road 4 construction investment project - Hanoi Capital Region in Hung Yen province.

This is an activity to evaluate the overall progress, identify existing difficulties and promptly direct their removal to ensure the progress of key national traffic projects.

At the meeting, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc listened to a representative of the Department of Construction of Hung Yen province report on site clearance and project implementation in the province. According to the report, Hung Yen has so far completed site clearance and handed over to the investor about 97% of the entire route area.

The remaining area is mainly residential land; localities have completed the inventory, determined the origin of the land and basically developed compensation and support plans for residential land. Currently, resettlement and support plans are being made public and completed; some localities have issued decisions to reclaim residential land to speed up the progress.

During the inspection, Hung Yen Provincial Party Secretary Nguyen Huu Nghia provided an overview of the leadership and direction of the project implementation in the area. He requested Hanoi City to report to the Government to consider a mechanism for flexible capital regulation between localities, creating conditions to ensure the overall progress of the entire route.

At the same time, he proposed maintaining regular activities of the Steering Committee for the implementation of the Ring Road 4 project so that localities can continuously update the situation, thereby promptly handling practical problems.

In his speech, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc acknowledged the proactive spirit and efforts of localities and construction units in the project implementation process. He emphasized that the research and overall assessment of site clearance, construction and operation of Ring Road 3 will help units gain experience and effectively apply it to the implementation of Ring Road 4.

In addition, the Secretary of the Hanoi Party Committee requested Hanoi, Hung Yen and Bac Ninh to strengthen coordination, regularly share information and experience to promptly resolve difficulties, especially in site clearance and ensuring the supply of construction materials.

The Secretary of the Hanoi Party Committee also requested localities to continue to ensure the progress of site clearance as committed, and at the same time requested contractors to proactively research and find solutions to shorten construction time while still ensuring progress and quality of the project. He affirmed that this is an important task, requiring determination and close coordination of the entire political system of the relevant localities.

The investment project to build Ring Road 4 - Hanoi Capital Region is a national key traffic project, approved by the National Assembly in Resolution No. 56/2022/QH15 dated June 16, 2022. The route has a total length of 112.8km, including 103.1km of main highway and 9.7km of connecting route in the direction of Noi Bai - Ha Long highway, passing through three provinces and cities: Hanoi (58.2km), Hung Yen (19.3km) and Bac Ninh (25.6km). The Steering Committee for implementing the project is headed by the Secretary of the Hanoi Party Committee; the Secretary of the Hung Yen Provincial Party Committee and the Secretary of the Bac Ninh Provincial Party Committee are Deputy Heads.

The project was launched simultaneously on June 25, 2023 in Hanoi, Hung Yen and Bac Ninh. Notably, component project 3 - the expressway section implemented under the public-private partnership (PPP) model - was launched on September 6, 2025, creating new impetus for completing the infrastructure of the capital region, contributing to reducing urban traffic and promoting inter-regional connectivity.
