Binh Phuoc requests report on Son Hai Group's "failed bid" for highway project

On May 26, a representative of the People's Committee of Binh Phuoc province confirmed that it had requested the Provincial Construction Investment Project Management Board to report on the response of Son Hai Group Company Limited (Son Hai Group) regarding the results of the selection of a contractor for the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, the section passing through Binh Phuoc province.

Previously, on May 25, social networks circulated an official dispatch from Son Hai Group to the Binh Phuoc Province Construction Investment Project Management Board (investor), expressing disagreement with the contractor selection results.

Son Hai accused of "violating regulations" and budget loss

According to the official dispatch of Son Hai Group, on March 17, 2025, the investor opened a public bid online for a construction package worth more than VND 880.7 billion. There were 5 contractors participating in the bid: Son Hai Group, bid price of more than VND 732.3 billion (down 16.85%); Cienco4 Group, bid price of more than VND 800.7 billion (down more than 9%); IB2500057961 Expressway Joint Venture, more than VND 804 billion (down 8.7%); Binh Phuoc Expressway Joint Venture, more than VND 836 billion (down 5.07%) and HCM - TDM - CT Expressway Joint Venture, more than VND 866.4 billion (down 1.62%).

Son Hai Group expressed surprise when on May 22, 2025, the investor selected the HCM-TDM-CT Expressway Joint Venture, the unit with the highest bid price, to win the bid.

In particular, Son Hai Group emphasized that many leading and reputable contractors in the Vietnamese transport construction industry such as Cienco4 Group Joint Stock Company, Deo Ca Construction Joint Stock Company, and Son Hai Group Company Limited were all eliminated by the investor for the reason of "not meeting the technical requirements of this bid package".

Son Hai Group affirmed that the unit has completed many projects and key works much larger than this project, leaving high-quality works for the country. “With this project, we committed in E-HSDT (bidding documents for open bidding online, restricted bidding online, competitive bidding online) to the longest warranty quality of 10 years, the lowest bid price, the most savings for the state, but the investor did not choose us to win the bid,” Son Hai Group's document clearly stated.

Also according to this document, Son Hai Group believes that the investor has signs of violating legal regulations in bidding, leading to huge losses and waste of state money, estimated at more than 113 billion VND, and causing damage to the economy , reputation and honor of the enterprise.

Son Hai Group objected to the investor's bidding decision and sent a petition to the People's Committee of Binh Phuoc province and relevant agencies to resolve the matter in accordance with the provisions of the Law on Bidding and to review and clarify the matter.

Binh Phuoc requests a report and will handle it according to the law.

A representative of the Binh Phuoc Provincial People's Committee said that as of 5:30 p.m. on May 26, the People's Committee and the Project Management Board had not yet received any official documents from Son Hai Group.

However, the provincial leaders have requested the Binh Phuoc Construction Investment Project Management Board to report the related incident.

According to the representative of the Binh Phuoc Provincial People's Committee, the results of the contractor selection have been publicly announced on the national bidding network, along with a full evaluation report by the E-HSDT evaluation expert team. If bidders have any recommendations on the content of the E-HSDT evaluation of the bidder, they shall comply with the provisions of Articles 90 and 91 of the Bidding Law 2023.

Binh Phuoc Provincial People's Committee affirmed that if it receives an official petition from Son Hai Group, it will carry out the petition resolution process to ensure compliance with legal regulations. The Provincial People's Committee will also send official information to the press about this incident.

The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project has a total investment of nearly VND 25,000 billion, with a total route length of about 70 km. The section passing through Binh Phuoc province is more than 6.6 km long, planned with a scale of 6 lanes, a design speed of 100 - 120 km/h. The project started on December 14, 2024.
