The Politburo and the Secretariat have new conclusions on decentralization, delegation of power, and determination of authority.

On September 19, on behalf of the Politburo and the Secretariat, Standing Secretary of the Secretariat Tran Cam Tu signed Conclusion 192 on implementing the law on decentralization, delegation of power, and division of authority when operating two-level local governments.

Accordingly, at the meeting on the same day to review the Government Party Committee's report assessing the implementation of the law on decentralization, delegation of power, and division of authority when operating two-level local governments, the Politburo and Secretariat concluded.

The Politburo and the Secretariat basically agreed with the report of the Government Party Committee, acknowledged and commended the Government Party Committee, the National Assembly Party Committee, the Ministry of Home Affairs Party Committee, the Ministry of Justice Party Committee and the ministries and ministerial-level agencies for being very active, proactive, making efforts, trying, and promoting a sense of responsibility in advising and proposing tasks on decentralization, delegation of power, and determination of authority.

At the same time, promptly remove many difficulties and obstacles in the implementation process.

Highly appreciate the provincial and municipal Party Committees and Party Committees of communes, wards and special zones for being proactive, creative and flexible in directing and operating and determined in organizing and implementing decentralized tasks, contributing to gradually improving the efficiency, effectiveness and performance of the two-level local government.

Ministers, provincial and municipal Party Secretaries, and Chairmen of People's Committees of provinces and cities directly inspect and evaluate.

The Politburo and the Secretariat assigned the National Assembly Party Committee to direct the issuance of legal documents to ensure the unity and synchronization of the legal system on decentralization and delegation of powers according to the provisions of the Law on Organization of the Government, the Law on Organization of Local Government and other issues related to legal procedures.

Propose that the National Assembly, through supervision, detect local shortcomings and propose amendments to regulations to suit reality.

The Politburo and the Secretariat assigned the Government Party Committee to direct ministries and ministerial-level agencies to perform their tasks.

In which, review and carefully evaluate the feasibility in implementing the tasks of decentralization, delegation, and assignment of authority in management, and propose appropriate solutions.

Continue to review the specialized legal system to supplement and perfect decentralization and delegation of power in accordance with the motto "locality decides, locality acts, locality takes responsibility".

Continue to strengthen guidance and support for localities to effectively carry out decentralized and delegated tasks, especially improving organizational capacity for implementation.

The Government Party Committee directed the Ministries of Home Affairs, Justice, Finance, Education and Training, Science and Technology, Construction, Agriculture and Environment to carry out specific tasks to complete and improve the effectiveness of decentralization and delegation of power.

Ministers, provincial and municipal Party Secretaries, and Chairmen of People's Committees of provinces and cities directly inspect and evaluate the tasks of ministries and localities being implemented at the commune and ward levels to provide timely guidance and direction.

Comprehensive strengthening at the commune level

The Politburo and the Secretariat requested provincial and municipal Party Committees to continue assessing the ability to implement laws on decentralization, delegation of power, and determination of authority at the local level to promptly adjust, guide, amend, or propose competent authorities to amend and issue new documents in accordance with the roadmap and requirements of the Law on Organization of the Government, the Law on Organization of Local Government, and in accordance with the practical situation.

Focus on leading and directing the close, complete, and effective implementation of decentralized and delegated tasks, promptly overcoming difficulties and shortcomings, comprehensively strengthening the commune level, and ensuring that the two-level local government operates smoothly and effectively.
