The Politburo and Secretariat will appoint secretaries and deputy secretaries of provinces and cities after the merger.

The Central Organizing Committee will advise and submit to the Politburo and the Secretariat to appoint the executive committee, standing committee, secretaries... of the provinces and cities after the merger.

The Central Organizing Committee has issued Instruction 31/2025 on establishing party organizations corresponding to local administrative units and arranging the organizational apparatus of the Fatherland Front and mass organizations at the provincial and communal levels (Instruction 31).

Building a project to establish a provincial and municipal party committee

Instruction 31 clearly states the establishment of Party committees of provinces and centrally-run cities (new) after the merger of provincial-level administrative units.

Specifically, the provincial and municipal Party Committees that are identified as the political and administrative centers of the provincial-level administrative units after the merger shall preside over and closely coordinate with the provincial and municipal Party Committees (which have been approved by the Party Central Committee in principle for the merger) to develop a project to establish a provincial or centrally-run city Party Committee on the basis of merging and consolidating provincial-level Party Committees before the arrangement.

The guidance also notes that the content of the project must closely follow the Party Charter, the viewpoints, principles and directions of the Central Committee, clearly state the functions, tasks, organizational structure, advisory agencies, Party organizations, affiliated public service units, etc., and the implementation process for developing the project to ensure principles and regulations.

Instruction 31 requires localities to complete the project and submit it to the Central Organizing Committee before June 15.

On the basis of the approved project and the decision of the competent authority on the establishment of the Party Committee and the appointment of the Party Committee, the Standing Committee of the Party Committee, the Secretary, the Deputy Secretaries, the Inspection Committee, the Chairman and the Deputy Chairmen of the Inspection Committee.

The Standing Committee of the provincial Party Committee assigns and arranges leaders, managers, cadres, civil servants and public employees of specialized advisory and support agencies and public service units of the Party Committee according to its authority and on the basis of existing staffing.

Complete the Party Committees and subordinate Party Committees according to regulations. This content must be completed before September 15.

According to Instruction 31, the Central Organizing Committee appraises the projects of provincial and municipal Party Committees.

Notably, the Central Organizing Committee is responsible for advising and submitting to the Politburo and the Secretariat for decisions on the establishment of Party Committees of provinces and centrally-run cities, and appointing executive committees, standing committees, secretaries, deputy secretaries of provincial and municipal Party Committees, inspection committees, chairmen and deputy chairmen of provincial and municipal Party Committees' inspection committees for the 2020-2025 term.

Completion time is synchronized with the merger of provincial administrative units (no later than September 15).

For provinces and cities that are not merged, the instructions clearly state that provincial and municipal Party Committees lead and direct work according to the functions, tasks and authorities prescribed by the Central Government.

Instruction 31 also states: After the National Assembly's resolution on amending and supplementing a number of articles of the 2013 Constitution and merging and consolidating provincial-level administrative units, the resolution of the National Assembly Standing Committee on establishing commune-level administrative units takes effect, the provincial Party Committee decides to terminate the (old) district-level and commune-level Party Committees.

The establishment of a new commune-level party committee after the merger is the direct superior party committee of the grassroots party organization.

Instruction 31 also states that in the process of performing the task of arranging and organizing the apparatus, provincial and municipal Party Committees need to seriously implement the Party Charter, resolutions of the Central Committee, conclusions and directions of the Politburo and Secretariat.

Previously, in Conclusion 150 of the Politburo, it guided the development of personnel plans for provincial Party committees after consolidation, merger, and new establishment.

Regarding the key leadership personnel plan of localities after the merger (secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee, head of the National Assembly delegation and alternate members of the Party Central Committee who are members of the standing committee of the provincial and municipal Party Committees), the conclusion clearly stated:

The Central Organizing Committee presides over and coordinates with relevant agencies and units to prepare and develop specific personnel plans.

The report seeks opinions from the General Secretary, key leaders and the Standing Secretariat for guidance to complete the key personnel plan of the localities, before submitting it to the Politburo and the Secretariat for consideration and decision according to their authority.

Ensure strict, timely, responsive leadership, direction, and continuous operation of localities without interruption.

Regarding the personnel plan of the provincial Party Committee, Standing Committee and Inspection Committee after the merger, the conclusion clearly stated the implementation steps, including the assignment of Party Committee members and Standing Committee members (after being appointed) to hold leadership positions at affiliated agencies and units - except for positions under the management of the Politburo and Secretariat...

At the 11th Central Conference, the Party Central Committee agreed that the country would reduce from 63 provinces and cities to 34 provinces and cities. Of which, 11 provinces and cities would not be merged. The remaining 52 provinces and cities (including 4 cities and 48 provinces) would be merged and consolidated to have 23 new provinces and cities.
