Politburo: Complete the arrangement of communal public schools before December 31

(Dan Tri) - Provincial and municipal Party Committees coordinate with relevant ministries to urgently arrange communal-level public educational facilities and communal-level health stations, to be completed before December 31, as required by the Politburo.

On November 28, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 221 of the Politburo and Secretariat on the situation and performance of the political system apparatus and two-level local government.

The Politburo and the Secretariat acknowledged and commended Party committees at all levels, Party organizations, the Government Party Committee, the National Assembly Party Committee, the Central Organizing Committee, ministries, branches, provincial Party Committees, city Party Committees, and Party Committees of communes, wards, and special zones for continuing to overcome difficulties, promptly providing guidance, handling, and removing arising problems, contributing to ensuring that the political system and local government apparatus at two levels operate stably, smoothly, and increasingly better.

The Politburo and the Secretariat require provincial and municipal Party Secretaries, ministers, and heads of ministerial-level agencies to oversee and directly direct the tasks and work contents of their assigned ministries, branches, and localities.

Leaders of localities and units are assigned to increase their visits to the grassroots to grasp the situation, inspect, urge, and promptly direct the resolution and removal of difficulties and problems that arise, especially in the handling of headquarters and public assets, ensuring that work is carried out on schedule and meets quality requirements.

The Government Party Committee is assigned to lead and direct ministries and branches to continue to coordinate with the Ministry of Justice and relevant agencies to urgently review the entire system of legal documents in each sector and field to promptly amend, supplement and perfect institutions, policies and laws.

The request made by the Politburo and Secretariat is to ensure closeness to reality and thoroughly overcome the overlapping and contradictory situations that are not suitable for the two-level local government model.

In particular, the Politburo and Secretariat noted priority in the following areas: Finance - budget; land and planning; administrative reform and digital transformation; science and technology development; apparatus organization, staff, regimes and policies; education, training and healthcare.

In particular, the Politburo and Secretariat emphasized the need to focus on modernizing digital infrastructure, improving the capacity of commune-level officials and rationally arranging staff according to new task requirements.

The Politburo and the Secretariat requested the Government Party Committee to direct Party committees and Party organizations at the Central level, according to their assigned functions and tasks, to urgently lead and direct the resolution and handling of specific recommendations from agencies, units, and localities, and to complete them in 2025.

“For issues that cannot be resolved immediately, there must be a plan for assignment, a specific time schedule, and full information to agencies, units, and localities,” according to the request of the Politburo and Secretariat.

Notably, the Politburo and the Secretariat requested Party committees, agencies, units and localities to step up the review and arrangement of internal apparatus, and urgently complete the arrangement of public service units according to requirements and progress.

Provincial and municipal Party Committees coordinate with the Ministry of Health, the Ministry of Education and Training and the Ministry of Home Affairs to urgently arrange communal-level public educational facilities (kindergartens, primary schools, junior high schools, and inter-level schools) and communal-level health stations, to be completed before December 31.

The Central Organizing Committee is assigned to preside over and coordinate with the Ministry of Home Affairs to carefully assess the situation and performance of the political system apparatus and local governments at two levels, especially the organization and implementation of policies and orientations on apparatus organization, cadres, decentralization, delegation of powers, classification of administrative units, etc., and report to the Politburo and the Secretariat for direction.
