On November 13, the Department of Science and Technology (Ministry of Industry and Trade) had a working session with the Global Green Fuels Center (GCGF) on biofuel development.
Ministry of Industry and Trade implements policy to promote green fuel in Vietnam
On November 13, at the headquarters of the Ministry of Industry and Trade, the Department of Science and Technology worked with the Global Green Fuels Center (GCGF) on biofuel development in Vietnam.
Participants in the meeting included Mr. Dao Duy Anh, Deputy Director of the Department of Science and Technology, representative of the Department of Domestic Market (Ministry of Industry and Trade) and Mr. Clarance Woo, General Director of the Global Green Fuel Center.

The main content of the working session was related to the issue of biofuel development of the Vietnamese Government. Specifically, the Vietnamese Government always considers promoting green growth as a key task to create a space for sustainable development, in depth, not only for the present, but also for future generations.
As evidence of that view, the Vietnamese Government issued Decision No. 53/2012/QD-TTg dated November 22, 2012 of the Prime Minister on promulgating a roadmap for applying the blending ratio of biofuels with traditional fuels; Decision No. 876/QD-TTg dated July 22, 2022 of the Prime Minister approving the Action Program on green energy conversion, reducing carbon and methane emissions in the transport sector.
Along with that is Decision No. 893/QD-TTg dated July 26, 2023 of the Prime Minister on approving the National Energy Master Plan for the 2021-2030 period, with a vision to 2050; Decision No. 215/QD-TTg dated March 1, 2024 on approving the Vietnam National Energy Development Strategy to 2030, with a vision to 2045.
Sharing some of the achievements of the Ministry of Industry and Trade in the recent past in developing biofuels, Mr. Dao Duy Anh - Deputy Director of the Department of Science and Technology - Information, Ministry of Industry and Trade has proactively and actively implemented other activities related to biofuel development in Vietnam, contributing to participating with the Government and related units to ensure the achievement of the committed goal of bringing net emissions to zero by 2050.

Typically, the Ministry of Industry and Trade develops national standards for gasoline, diesel fuel and biofuel; disseminates information and propaganda on the benefits of using E5 gasoline; and implements solutions to encourage the use of biofuel (such as flexibly managing gasoline prices to create a reasonable price difference between traditional gasoline and biofuel). At the same time, it cooperates internationally with a number of prestigious organizations in the world to develop biofuel in Vietnam.
Regarding some expected contents and tasks to be implemented in the coming time by the Ministry of Industry and Trade, Mr. Dao Duy Anh said: "Based on the current practical needs for biofuel development in Vietnam, in the coming time, we will continue to implement activities to develop biofuel related to the functions and tasks assigned by the Government".
Specifically, the Deputy Director of the Department of Science and Information Technology, Ministry of Industry and Trade will be the focal point, coordinating with relevant ministries, localities and units to review and evaluate the situation and results of the implementation of Vietnam's biofuel roadmap. On that basis, report, advise and submit to competent authorities to propose amendments, supplements and completion of Decision No. 53/2012/QD-TTg of the Prime Minister to suit the current situation and Vietnam's Green Energy Transition Roadmap.
At the same time, continue to develop, revise and supplement technical standards and regulations on the quality of biofuel products with different blending ratios. Ensure the import, production and supply of biofuels in accordance with current practical needs in Vietnam. Develop policies and mechanisms to encourage the use of biofuels that are attractive enough for consumers to prioritize the use of biofuels.
Proposal to develop a communication campaign to promote the use of biofuels
Speaking at the meeting, Mr. Clarance Woo - General Director of the Global Green Fuels Center (GCGF) - said: "We have a lot of experience in promoting consumers to use biofuels. Specifically, the GCGF has implemented prominent communication campaigns such as education and raising awareness about ethanol as a renewable resource that can help build consumer confidence. Partnerships with automobile manufacturers to highlight the endorsement of biofuel reliability. Along with that are promotional campaigns in the markets of some countries to emphasize cost savings and environmental benefits".
Therefore, in Vietnam, Mr. Clarance Woo suggested that it is possible to build a communication campaign to promote the use of biofuels.

"We visited the Polytechnic University and noted that this unit has cooperated with engine manufacturers to test RON 92, 95 gasoline with E5 and E10 standards for motorbikes. The test results show that these fuels help reduce emissions, increase performance, and save fuel of the engine. All such tests can better convince consumers. We can support the Ministry of Industry and Trade in designing a communication program to raise awareness on this issue," Mr. Clarance Woo shared.
At the same time, the General Director of GCGF suggested supporting the Department of Science and Technology (Ministry of Industry and Trade) to conduct study tours in many other countries to witness successful results. From there, experiences can be drawn to promote biofuels in the context of the Vietnamese market.
Regarding the proposals from the GCGF, Mr. Dao Duy Anh said: "The Ministry of Industry and Trade welcomes the goodwill of GCGF in the field of green fuel, and is ready to cooperate with GCGF".

In the coming time, the Ministry of Industry and Trade can exchange documents and experiences with GCGF, provide technology for blending, storing, preserving, distributing and testing biofuels (E5 on RON A95 gasoline and E10 on RON A92, RON A95 gasoline), sustainable aviation biofuels (SAF), as a scientific and practical basis for reviewing and adjusting the roadmap for blending and using biofuels in the coming time in Vietnam.
At the same time, provide and exchange documents on standards and technical regulations related to biofuels. Organize technology tours, exchange experiences on management, production, and commercialization of biofuel products in countries that have successfully deployed the use of biofuels; invite experts, scientists, and managers to Vietnam to carry out a number of activities to support training and technical training on production, blending, transportation, and preservation of biofuels.
In addition, the two sides will coordinate to organize seminars and conferences on biofuel production and blending in Vietnam, and implement activities to enhance communication capacity on biofuel consumption and use in Vietnam.
