Accordingly, the main content of the directive requires the entire army to continue to strictly grasp the resolution of the 13th National Party Congress and the resolution of the 11th Military Party Congress on the requirement to build a revolutionary, disciplined, elite, and gradually modern People's Army; effectively implement directives and regulations at all levels on building, disciplinary management, ensuring safety and building a comprehensively strong "Exemplary, typical" unit.

All activities of agencies and units must comply with regulations, rules and regimes. At the same time, strengthen the direct leadership and direction of Party committees at all levels and the roles and responsibilities of commanders, political commissars, and the strength of organizations in the work of discipline management and safety assurance; as well as strictly prohibit a number of activities to prevent embezzlement, corruption and violations of the law in the military.

Speaking at the assignment of tasks to agencies and units, Colonel Dao Viet Hung, Commander of Dak Lak Provincial Border Guard, requested Party committees and commanders of units to focus on leading and directing the serious and effective implementation of directives, orders, and plans on building regular units, complying with discipline, laws, and ensuring safety; performing well in political and ideological education , strictly maintaining Party and political work regimes, ensuring the cultural institutional system, and doing well in material management.

At the same time, promoting democracy, setting examples for cadres at all levels and maintaining good internal solidarity, strictly managing discipline for soldiers in the unit, weapons and equipment contribute to improving overall quality and combat readiness; building a revolutionary, disciplined, elite and gradually modern army.
