The Ministry of Education and Training has submitted to the Government a plan to postpone university tuition fees.

The above information was stated at the conference summarizing the 2022-2023 school year and deploying key tasks for the 2023-2024 school year for university education , organized by the Ministry of Education and Training at Ho Chi Minh City University of Technology on the afternoon of August 26. The conference was attended by representatives of universities and colleges training preschool teachers nationwide.

Many "hot" issues of university education were discussed, including the issue of university tuition fees according to Decree 81. This Decree stipulates the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on exemption, reduction, and non-increase of tuition fees, support for learning costs, and service prices in the field of education and training.

At the conference, Professor Nguyen Huu Tu, Principal of Hanoi Medical University, said that university autonomy is inevitable, and most universities have already implemented this.

Mr. Tu recommended policies to support schools, especially financially. Without support policies, schools will face many difficulties, especially those that have recently become autonomous. "I know that many of the schools that have recently become autonomous are facing many difficulties. Therefore, I hope the Ministry of Education and Training will continue to propose to the State and the Government to have more financial policies for these schools," Professor Tu recommended.

Regarding tuition fees, Mr. Ngo Van Thinh, Deputy Director of the Department of Planning and Finance (Ministry of Education and Training), said that in implementing the Government's direction, the Ministry has researched and completed the draft decree. Mr. Thinh said: "The spirit is that we will submit to the Government the plan to postpone the tuition fee framework prescribed in Decree 81 by 1 year." The Deputy Director said that the final decision belongs to the Government.

Regarding Decree 81, Mr. Thinh added: "We also note that higher education institutions. In Decree 81, the tuition fee roadmap is revised but other regulations remain unchanged." Giving an example, Deputy Director Ngo Van Thinh said: "For high-quality programs and advanced programs, after the 2-year period, if the accreditation fails, the tuition fee prescribed in Decree 81 for that field of study and the autonomy of the higher education institution will be applied again."

In early August, the Government Office issued a notice of Deputy Prime Minister Tran Hong Ha's conclusion at a meeting on the draft Decree amending and supplementing a number of articles of Decree 81/2021 of the Government.

Accordingly, Deputy Prime Minister Tran Hong Ha requested the Ministry of Education and Training to promptly absorb the opinions of delegates attending the meeting and agree with relevant ministries to complete the draft decree amending and supplementing a number of articles of Decree 81.

The decree will be amended to clearly stipulate a number of provisions on the failure to implement and apply the roadmap for the tuition collection and management mechanism prescribed in Decree 81 and not to increase tuition fees for the 2023-2024 school year, to be submitted to the Government before August 8.
