According to statistics from the Ministry of Education and Training , in the 3 school years from August 2020 to August 2023, the whole country had more than 40,000 teachers quit or changed jobs, of which teachers under 35 years old quitting their jobs accounted for 60%.
From August 2023 to April 2024, 7,215 more teachers will continue to quit their jobs, of which the number of teachers quitting the profession at preschool level accounts for a high percentage (about 22%) and gradually decreases according to the levels of education from low to high.
Thus, in less than 4 years, more than 47,000 teachers nationwide have quit their jobs. In reality, by April 2025, the country still lacks 102,097 teachers at all levels of preschool and general education in the payroll compared to the prescribed quota (preschool lacks 30,057, primary school lacks 22,255, secondary school lacks 30,702, high school lacks 19,083).

The problem is that with a series of new policies, the education sector needs more teachers and the quality of teachers must be increasingly improved.
These include preparing to universalize preschool education for children from 3 to 5 years old; a two-session/day teaching schedule; improving foreign language skills of students, gradually making English the second language in schools...
Inadequate preferential policy allowances
In the Draft Decree on salary and allowance policies for teachers, Minister of Education and Training Nguyen Kim Son pointed out the reality of the shortage of teachers that is still happening in many localities due to the rapid increase in the number of students while localities have to streamline their payroll according to regulations.
In recent years, the sector has implemented the 2018 General Education Program, but many localities lack teachers in a number of subjects such as: Information Technology, Foreign Languages, and Arts due to lack of recruitment sources or those who study these majors have the opportunity to find jobs in other professions with higher incomes than becoming teachers; or there is a lack of teachers working in schools in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio -economic conditions...
According to the Ministry of Education and Training, for a long time, teachers have enjoyed preferential allowances depending on their profession from 25% to 70%, of which, the majority of teachers only enjoy an allowance of 25% - 35% (this number accounts for about 76%) mainly concentrated in the delta and cities where the standard of living is higher than other regions.
Higher allowances only apply to special cases such as: Teachers directly teaching Marxist-Leninist science and Ho Chi Minh Thought in universities and colleges receive 45%; teachers directly teaching in kindergartens and primary schools in mountainous, island, remote and isolated areas receive 50%; teachers and educational administrators working in ethnic boarding schools, specialized high schools, schools and classes for the disabled and reform schools receive 70%...
In addition, teachers who participate in teaching and education and have paid compulsory social insurance for 5 years are entitled to seniority allowance equal to 5% of their current salary plus leadership position allowance and seniority allowance exceeding the framework.
From the 6th year onwards, each year is calculated with an additional 1%. Thus, in the first 5 years of work, new teachers only receive salary according to the salary coefficient and preferential allowances, without seniority allowances, so the total income is still low. Therefore, the income of young teachers is quite different from that of experienced teachers even though the basic tasks are the same.
Specifically, the lowest salary of a preschool teacher is about 6.6 million VND, a primary school teacher is about 7.3 million VND, a secondary school, high school, and university preparatory teacher is about 7.1 million VND. This salary is too far from the highest salary of a teacher, which is 20.6 million, 24.6 million, 28.5 million, and 30.5 million respectively; lower than the average salary of 7.7 million VND of workers in 2024.

According to the Ministry of Education and Training, the salary of young teachers has a big difference with that of senior teachers.
“Income that is not enough to live on is also part of the reason why the number of teachers quitting their jobs has been increasing in recent years, especially among young teachers under 35 years old as mentioned above,” the Ministry of Education and Training affirmed.
The Ministry of Education and Training also believes that although the Party and State pay attention to the regime and policies for teachers, reality shows that the current regimes and policies have not really attracted good students to register to study pedagogy; have not attracted young scientists, talented people, good people outside the pedagogy sector to become teachers; have not really retained good teachers, teachers working in areas with especially difficult socio-economic conditions...
Therefore, it is necessary to have breakthrough and outstanding policies in regulations on salaries and allowances for teachers to ensure stable quantity and improve the quality of the teaching staff.
