Ministry of Education and Training points out the reasons why young teachers quit or ask to change jobs

In nearly 4 years, nationwide, more than 47,000 teachers quit and changed jobs, of which young people account for a high percentage.

According to statistics from the Ministry of Education and Training , in the three academic years from August 2020 to August 2023, over 40,000 teachers nationwide resigned or changed jobs, with teachers under the age of 35 accounting for 60% of those who resigned.

From August 2023 to April 2024, an additional 7,215 teachers resigned, with preschool teachers accounting for a high percentage (approximately 22%) and decreasing gradually across all educational levels.

Thus, in less than four years, more than 47,000 teachers nationwide have resigned. In reality, by April 2025, the country will still be short 102,097 teachers at all levels of education (30,057 for preschool, 22,255 for primary, 30,702 for lower secondary, and 19,083 for upper secondary).

The challenge is that with the new policies, the education sector needs a larger number of classroom teachers and an increasingly higher quality of teachers.

These include preparing for the implementation of universal preschool education for children aged 3 to 5; a two-session-per-day teaching schedule; improving the foreign language skills of students, and gradually making English the second language in schools…

Shortcomings regarding preferential policy allowances.

In the draft decree on salary and allowance policies for teachers, Minister of Education and Training Nguyen Kim Son pointed out the inadequacy of the teacher shortage still occurring in many localities due to the rapid increase in the number of students while localities are required to reduce staffing levels according to regulations.

Over the years, the education sector has implemented the 2018 General Education Program, but many localities lack teachers in some subjects such as Information Technology, Foreign Languages, and Arts due to a lack of recruitment sources or because those who studied these majors have the opportunity to find jobs in other professions with higher incomes than becoming teachers; or there is a shortage of teachers working in schools in ethnic minority areas, mountainous regions, border areas, islands, and areas with particularly difficult socio-economic conditions...

According to the Ministry of Education and Training, teachers have long received preferential allowances ranging from 25% to 70%, with the majority (approximately 76%) receiving only 25% - 35%, mainly concentrated in lowland areas and cities where the cost of living is higher than in other regions.

Higher allowance rates only apply to specific cases such as: Teachers directly teaching Marxist-Leninist science and Ho Chi Minh Thought in universities and colleges receive 45%; teachers directly teaching in kindergartens and primary schools in mountainous, island, and remote areas receive 50%; teachers and education administrators working in ethnic boarding schools, specialized high schools, schools for the disabled and handicapped, and reform schools receive 70%...

In addition, teachers who have participated in teaching and education and have contributed to mandatory social insurance for at least 5 years are entitled to a seniority allowance equal to 5% of their current salary plus leadership position allowance and above-the-standard seniority allowance.

From the sixth year onwards, an additional 1% is added each year. Therefore, newly hired teachers, during their first five years of service, only receive salary based on their salary coefficient and preferential allowances, without seniority allowances, resulting in low total income. Consequently, the income of young teachers lags significantly behind that of experienced teachers, even though they perform the same basic duties.

Specifically, the lowest salary for preschool teachers is approximately 6.6 million VND, primary school teachers approximately 7.3 million VND, and secondary school, high school, and university preparatory teachers approximately 7.1 million VND. This salary is significantly lower than the highest salaries for educators, which are 20.6 million, 24.6 million, 28.5 million, and 30.5 million VND respectively; and lower than the average salary of 7.7 million VND for workers in 2024.

According to the Ministry of Education and Training, there is a significant salary difference between young teachers and those with more seniority.

"Insufficient income to ensure a decent living is also partly responsible for the increasing trend of teachers resigning in recent years, especially among young teachers under the age of 35 as mentioned above," the Ministry of Education and Training affirmed.

The Ministry of Education and Training also stated that, although the Party and the State pay attention to the regime and policies for teachers, the reality shows that the current regime and policies have not really attracted talented students to enroll in teacher training programs; have not attracted young scientists, talented people, and skilled individuals from outside the teaching field to become teachers; and have not really retained excellent teachers, especially those working in areas with particularly difficult socio-economic conditions...

Therefore, groundbreaking and superior policies are urgently needed in the regulations regarding salaries and allowances for teachers to ensure the stability and improvement of the quality of the teaching staff.
