Ministry of Education and Training proposes to stop direct admission to grade 10 with IELTS

On the evening of February 23, the Ministry of Education and Training issued Official Dispatch No. 715/BGDĐT-GDTrH signed by Deputy Minister Pham Ngoc Thuong on implementing 10th grade high school enrollment for the 2024-2025 school year to provinces and cities.

In this document, the Ministry of Education and Training said that some localities have approved plans and methods for admission to grade 10 of high school for the 2024-2025 school year, including the addition of some content that is not in accordance with regulations. That is direct admission, giving priority points to students who won provincial excellent student competitions and have foreign language certificates.

Accordingly, the Ministry of Education and Training requests the People's Committees of provinces and centrally-run cities to properly implement the following contents:

Firstly, direct and approve the plan and method of admission to grade 10 high school in the area in accordance with the provisions of consolidated document No. 03/VBHN-BGDĐT in 2019 on the Regulations on Admission to Junior High School and High School.

Second, for provinces that have approved plans and methods for admission to grade 10 of high school that are not in accordance with regulations on direct admission, the priority regime must be adjusted to ensure compliance with regulations in Article 7 of Consolidated Document No. 03/VBHN-BGDDT and publicly announced to relevant subjects.

Third, the People's Committees of provinces and cities need to proactively strengthen inspection, examination and supervision of the implementation of plans and methods of admission to grade 10 high schools in the area.

Also in this document, the Ministry of Education and Training said that it will conduct inspections of 10th grade high school enrollment in some localities.

According to Article 7 of the consolidated document No. 03/VBHN-BGDĐT on the 2019 Regulations on Secondary and High School Admissions, among the subjects eligible for direct admission and priority when enrolling in grade 10, there are no candidates with foreign language certificates, including IELTS certificates. However, in recent times, some provinces and cities have applied direct admission or given priority to students with IELTS certificates when taking the entrance exam for grade 10.

According to Article 7 of the consolidated document No. 03/VBHN-BGDĐT, 4 subjects are directly admitted to high school including: Students of ethnic boarding schools; Students from very small ethnic groups; Students with disabilities; Students who have won national and international prizes in culture, arts, sports, national science and technology competitions for middle school and high school students.

Subjects eligible for priority points include: Children of martyrs; children of war invalids with a working capacity of 81% or more; children of sick soldiers with a working capacity of 81% or more...; Children of resistance fighters infected with toxic chemicals; Children of Armed Forces Heroes, Labor Heroes, and Heroic Vietnamese Mothers; People whose father or mother is an ethnic minority; Ethnic minorities; Students living and studying in areas with especially difficult socio-economic conditions.
