
Ministry of Finance works with Khanh Hoa on site clearance for nuclear power plant project
On September 16, the Ministry of Finance's working delegation led by Deputy Minister Nguyen Duc Tam had a working session with the People's Committee of Khanh Hoa province on the implementation of the two-level local government model; the implementation of resettlement and site clearance projects for nuclear power plants and inter-regional transport infrastructure projects in the province.
At the meeting, the leaders of Khanh Hoa Department of Finance reported on the implementation of the project of resettlement of people at the Ninh Thuan nuclear power plants. Accordingly, the total area of land to be recovered is more than 1,130 hectares, affecting 1,153 households with 5,229 people. Of this, the area for the two power plants is more than 815 hectares; the two resettlement areas account for 119.25 hectares; the residential area is 13.4 hectares; the cemetery area is about 22.27 hectares; the pumping station area is 0.59 hectares and the resettlement area is nearly 159.6 hectares.
Regarding compensation, site clearance, migration and resettlement, the Provincial People's Committee is directing the Provincial Construction Investment Project Management Board, the Provincial Land Fund Development Center and the People's Committees of Phuoc Dinh and Vinh Hai communes to speed up the process of examining land origin, determining compensation unit prices, publicly posting, completing procedures and issuing compensation decisions to pay people according to regulations.
The total cost of the project is preliminarily estimated at VND12,392 billion, of which the Prime Minister has allocated VND3,236 billion. Khanh Hoa has requested the Ministry of Finance to advise and arrange the remaining capital of VND9,156 billion from the central budget.
Regarding the two-level local government model, Khanh Hoa proposed that the working group propose that the Central Government soon issue a decision to recognize communes as being in extremely difficult areas; support specific and detailed instructions on the process of handling records; and continue to organize training courses for commune-level officials in handling online public services. The locality also hopes for uniformity in receiving, processing and returning administrative procedure results to business households and cooperatives on the same software system to shorten processing time and facilitate file tracking.
Concluding the working session, Deputy Minister of Finance Nguyen Duc Tam highly appreciated Khanh Hoa's efforts in implementing the 2-level local government model, and acknowledged and shared the difficulties and obstacles of the province. The Deputy Minister assigned the Department of Local and Territorial Economy to synthesize opinions, and at the same time pay attention to opening training courses for commune-level officials, and building a manual in the direction of "holding hands and showing work". At the same time, he requested Khanh Hoa province to soon include the plan to build a working headquarters to serve the 2-level local government in the medium-term public investment plan.
Regarding the resettlement project to serve the Ninh Thuan nuclear power plants, Deputy Minister Nguyen Duc Tam emphasized that this is a national key project, the province needs to be more determined and make more efforts in implementing site clearance and resettlement; requesting relevant departments and branches to advise on specific mechanisms and policies, shorten procedures, review difficulties and problems so that the Ministry of Finance can synthesize and report to the Steering Committee for construction of nuclear power plants for timely consideration and resolution.
