On November 5, the General Staff issued urgent dispatch No. 6367/CD-TM signed by Lieutenant General Le Quang Dao - Deputy Chief of the General Staff of the Vietnam People's Army and sent to: General Department of Politics ; General Department of Technical Logistics, Defense Industry, General Department II; Military Regions: 4, 5, 7; Corps 34; Air Defense - Air Force, Navy; Border Guard, Vietnam Coast Guard; Artillery - Missile Command; Army Academy, Army Officer School 2; Communications Corps, Special Forces, Chemical Engineering and Communications; Corps: 12, 15, 18; Military Industry - Telecommunications Group.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on November 5, the center of the storm was at about 11.4 degrees North latitude - 119.4 degrees East longitude, about 560km east of Song Tu Tay island, the strongest wind near the center of the storm was level 13 (134-149km/h), gusting to level 16, moving in the West Northwest direction, speed about 20-25km/h.
At 4:00 a.m. on November 6, the center of the storm was at about 12.8 degrees North latitude - 113.9 degrees East longitude, about 550km east-southeast of the coast of Gia Lai province, the strongest wind near the center of the storm was level 14, gusting to level 17, moving in the direction of
Implementing the conclusion of Deputy Prime Minister Tran Hong Ha, Deputy Head of the National Civil Defense Steering Committee at the meeting on response to storm No. 13 on November 5; to proactively respond to storms causing heavy rain, floods, inundation, flash floods, landslides, minimizing damage to life and property of the State and people. The General Staff requested agencies and units to continue strictly implementing the Prime Minister's and the Ministry of National Defense 's telegrams on proactive prevention, avoidance, and response to storm No. 13; strictly maintain on-duty regime, proactively monitor and grasp the developments of storms and floods caused by storms; deploy preventive measures to ensure the safety of barracks, warehouses, and works under construction.
Prepare forces and means to respond promptly and effectively when situations arise. Ensure absolute safety of people and means when performing tasks.
Military Regions 4, 5, and 7 direct the Military Commands of provinces and cities to: Strictly maintain the 112 Call Center regime, proactively coordinate with relevant agencies to advise local Party committees and authorities to continue to inspect and review response plans and options in accordance with reality; identify key areas of natural disasters, areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, flooded and isolated areas; proactively deploy forces, means, equipment (boats, backup generators, etc.), communications, and mobility to cover and support people in localities in areas forecasted to be at high risk of being isolated due to the impact of storms, floods and rains;
Military Region 5 presides over and coordinates with localities where the storm is expected to make landfall to prepare to deploy and set up the Government's forward command post; coordinates with the Military Industry-Telecoms Group and the Signal Corps to ensure transmission lines and other necessary conditions to serve the Government and the Prime Minister in directing and operating the response to Storm No. 13.
The Military Industry-Telecoms Group and the Signal Corps coordinate with Military Region 5 and relevant agencies to ensure uninterrupted communication in all situations; ensure transmission lines serving the Government, the Prime Minister, and the Ministry of National Defense to direct and operate civil defense work, especially in isolated areas.
