Minister of Public Security: Data is the key factor for the country to transform

(Dan Tri) - In the context of Vietnam entering a new era of development, data exploitation and management has become a key factor, determining the success of the national digital transformation.

On the afternoon of August 3, the National Data Association (NDA) held an Executive Committee meeting to review the work of the first 6 months of the year and develop a work direction for the last 6 months of the year.

The meeting was chaired by General Luong Tam Quang, Politburo member and Minister of Public Security, who said: “If data is not unified and centralized, digital transformation efforts in the economy and society will hardly succeed. This poses an urgent requirement for the Association to build effective support mechanisms and policies for businesses and organizations.”

Since its establishment, through its operations, the Association has been considered a bridge between management agencies, businesses, and Vietnamese intellectuals worldwide, contributing to promoting digital transformation and developing the national data ecosystem.

In the context that science, technology and data are no longer identified as supporting fields, but have become important resources, means of production, and central driving forces of growth, the Association has actively participated in contributing opinions, accompanying the Government, the National Assembly and ministries and branches in the process of building policies and legal documents related to data and digital technology.

Typically, participating in giving opinions and completing draft legal documents guiding the implementation of the Data Law, the Personal Data Protection Law, the Digital Technology Industry Law, the Law on Science, Technology and Innovation, science and technology programs of ministries, branches and localities, etc., thereby affirming the mission of being the "center connecting policy - technology" in the data field in Vietnam.

“Resolution 57 and Resolution 68 are directly related to the development of the Association and its member enterprises. These resolutions have created a legal basis, a basis for enterprises to overcome difficulties and promote development,” Minister Luong Tam Quang expressed.

The head of the Ministry of Public Security emphasized the importance of unity and moving forward together in the current period, when the country enters a new era, the era of national growth.

Quoting General Secretary To Lam at the 12th Central Conference, the Minister said: “In the past, we have been running and lining up at the same time. Now, the lines are straight, the road is clear and what is needed is consensus to create development together.”

Building data application scenarios

General Luong Tam Quang shared: "As Chairman of the Association, my ultimate goal is to support businesses and units so that we can develop together."

The Minister affirmed that he will support bringing the voices of the Association members to the Government, the National Assembly, ministries, state management agencies and senior leaders of the Party and State, in order to resolve difficulties in mechanisms and policies.

The goal is to create the most favorable conditions for businesses and scientists to maximize their capacity and contribute to the overall development of the country.

This is a strong desire and commitment of the head of the Association.

In recent times, along with the work of commenting, building and perfecting legal policies, the Association has also gradually deployed data application scenarios in key areas of the economy.

Typical scenarios for data application in the fields of: Industry, agriculture, trade, logistics, finance - banking, health - medicine, culture - tourism, environment - meteorology, urban, safety - emergency.

Building data application scenarios is considered to help concretize new business models, optimize operations, forecast markets, thereby turning data into production assets equivalent to capital, labor and technology.

This is not only a technical problem, but also has strategic significance in the process of building a digital economy, promoting sustainable development, modernizing national governance and unlocking new growth resources.

Perfecting the organizational structure, establishing strategic orientation

At the Conference, the National Data Association announced the Decision to establish the Office, Specialized Committees and the Data Science Institute under the Association.

The establishment of the Office, Specialized Boards and the Data Science Institute under the Association marks the first step in perfecting the organizational structure, demonstrating an important step in the process of professionalizing the activities of a focal organization on data.

Accordingly, the Office and specialized Departments are organized in a systematic manner, focusing on each key field; acting as a bridge between professionals, state management agencies, businesses and social organizations interested in data.

This is also an environment to connect, gather, train and promote a team of Vietnamese data experts, a key factor for Vietnam to master technology, infrastructure and data.

For the Institute of Data Science, this agency is identified as the strategic academic arm of the National Data Association, specializing in research, evaluation, summarizing practices and developing knowledge about data in Vietnam.

This will also be the place to develop data analysis tools, provide data strategy consulting, build scientific arguments for data policies, technical standards, measurement methods and data application models in socio-economic development.
