Affirming the great contribution of the Department of Natural Resources and Environment in the socio-economic development of Bac Kan province
Speaking at the ceremony, Minister Dang Quoc Khanh acknowledged that Bac Kan province has exploited its potential advantages to achieve important socio -economic development achievements and affirmed the great contribution of the Department of Natural Resources and Environment of Bac Kan province.
In particular, the Department of Natural Resources and Environment has proactively advised the Provincial Party Committee, People's Council, and Provincial People's Committee in performing assigned functions and tasks, effectively exploiting resources, achieving many achievements in socio-economic development; Proactively advising on the development and effective implementation of provincial planning, land use plans and projects as a basis for allocating and arranging land funds for socio-economic development goals of the province.
The Department of Natural Resources and Environment of Bac Kan has focused on completing the issuance of first-time land use right certificates to organizations, households and individuals for over 800,000 plots. Completed the construction of land databases for 6/8 districts and cities.
The rate of collected and treated domestic waste in urban areas is 92%, in rural areas is 39%, industrial parks have centralized wastewater treatment systems; the highest forest coverage rate in the country is 73.35%. The Green Index (PGI) of Bac Kan province ranks 7th out of 63 provinces and cities.
The Department of Natural Resources and Environment always proactively advises the Provincial Party Committee, People's Council, and People's Committee of Bac Kan province to issue Resolutions, Directives, and action programs to promote and strengthen the direction of resource management and environmental protection in the province, creating a strong change in awareness and action of the entire political system and people, shifting from passive response to proactive prevention, control, environmental restoration, and climate change adaptation.
With the efforts and active and effective contributions over the past 20 years of all civil servants, public employees and workers in the natural resources and environment sector of Bac Kan province, the Department has been honored to receive many titles and certificates of merit from the Government, the Ministry of Natural Resources and Environment and Bac Kan province.

05 tasks towards sustainable development of Bac Kan
Minister Dang Quoc Khanh said that the 13th National Party Congress Documents set out the tasks: Effectively managing and using resources, strengthening environmental protection and responding to climate change, preventing and mitigating natural disasters, and determining the goal of basically achieving sustainable development goals on resources, environment and responding to climate change by 2030; Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on socio-economic development orientations, ensuring national defense and security in the Northern midland and mountainous region by 2030, with a vision to 2045, clearly stated: "continue to develop potentials and advantages, comprehensively develop localities, and effectively contribute to the linkage chain on the economic corridor axis of Hanoi - Thai Nguyen - Bac Kan - Cao Bang".
Currently, the Government is directing the Ministry of Natural Resources and Environment to advise on the implementation of Vietnam's commitment at COP26 with the goal of carbon neutrality, net zero emissions by 2050, and to join the Just Energy Transition (JEPT) political declaration as the third country after South Africa and Indonesia.
Therefore, to effectively implement the above tasks, goals and targets. In the context of climate change continuing to clearly affect Vietnam, especially the northern mountainous provinces. Minister Dang Quoc Khanh requested the Department of Natural Resources and Environment of Bac Kan province to focus on implementing a number of key tasks and solutions:
Firstly , the collective of cadres, civil servants, public employees, and workers in the provincial natural resources and environment sector unite, unify, promote, and inherit the achievements; effectively implement the Party's guidelines and policies, the State's policies and laws on natural resources and environment, minerals, environmental protection, and climate change response, especially in the land sector. Lead and direct the implementation of work with focus and key points. Identify important and urgent matters, promptly resolve proposals and recommendations, or propose the Provincial People's Committee to direct effective handling.
Second, advise on consolidating and perfecting the organizational structure to ensure streamlining, effectiveness and efficiency, associated with building a team of responsible, professional, highly qualified cadres and civil servants in the fields of natural resources and environment, with courage, breakthrough thinking, daring to do, daring to take responsibility. Strengthening discipline, order, promoting the role and responsibility of leaders; promoting the effective operation of the administrative apparatus with the motto of creativity, action, serving people and businesses, strengthening inspection, supervision, and preventing corruption and negativity in the sensitive fields of natural resources and environment.
Third, focus on improving the efficiency of using resources that the province has strengths in. In addition to land exploitation and use, it is necessary to combine environmental protection, biodiversity conservation, protection, preservation and embellishment of traditional cultural values, the origins of the nation, effectively exploiting the ecological values of nature reserves associated with tourism development, proactively responding to the impacts of climate change. The Department of Natural Resources and Environment needs to proactively advise the Province to continue to effectively implement and summarize Resolution 24-NQ/TW on proactively responding to climate change, resource management and environmental protection. Strictly manage, protect, and stably use the existing forest land area, promote new planting, increase forest cover and regeneration, thereby opening up great opportunities for Bac Kan to access the world's carbon credit business market. Increase investment attraction, call on enterprises with experience in exploiting and producing forestry products, plywood, and FSC forest plantation to invest in the area, thereby boosting exports, aiming for sustainable development. Promote land and forest allocation to the people, helping people gradually escape poverty and get rich from the forest.
Fourth, strengthen state management of environmental protection, focus on preventing and controlling environmental pollution in production activities in industrial parks, industrial clusters, and craft villages; in mineral exploitation and processing activities; Shift to developing green industry, environmentally friendly technology associated with building a green economy and circular economy. In particular, as the origin of the Cau River, Bac Kan needs to pay attention to protecting water resources and aquatic habitats, contributing to promoting the potential values of the river for tourism development in the province.
Fifth, promote digital transformation, especially measurement and database, promote administrative procedure reform towards a multi-objective management approach, encourage innovation, and apply science and technology in the natural resources and environment sector. Pay more attention to communication work so that people and businesses can participate more actively in the management and protection of natural resources and the environment.
Unite to carry out tasks on the path of integration and development
Receiving and representing the officers, civil servants and employees of the Department of Natural Resources and Environment of Bac Kan, Mr. Hoang Thanh Oai, Director of the Department acknowledged and also recognized that the road ahead is opening up many opportunities, advantages and also many difficulties and challenges.
