The transformation to an open data ecosystem

The Ministry of Science and Technology has just issued Decision No. 3152/QD-BKHCN approving the Data Strategy of the Ministry of Science and Technology to 2030.

This is a step to concretize the Data Law 2024, Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; at the same time, implementing Resolution No. 71/NQ-CP amending, supplementing and updating the Government's Action Program to implement Resolution 57; Resolution 214/NQ-CP of the Government on the Government's Action Plan on promoting data creation to serve comprehensive digital transformation.

Strategic infrastructure of science , technology and innovation

The above decision clearly defines that data is a strategic infrastructure, playing a key role in breakthroughs in science, technology development, innovation and national digital transformation. The science and technology data system is positioned as a foundation to guide research, technology development and innovation activities, while supporting policy making, improving investment efficiency and state management capacity.

The strategy clearly states the requirement to innovate leadership, direction and management methods based on data evidence, enhance the integration of real-time data, statistics, assessment, monitoring and warning data to improve governance efficiency. Along with that, it is necessary to promote the provision of public services and administrative procedures throughout the digital environment, ensuring that data only needs to be entered once, better serving people and businesses.

Science and technology data not only serve state management but also promote the innovation ecosystem, helping research institutes, universities and businesses exploit information effectively. The Ministry of Science and Technology encourages public-private partnership models in data collection, processing and sharing, to create a synergy for national data.

The strategy also emphasizes the requirement to standardize data according to national and international standards, ensuring interoperability with ministries, branches, localities and international organizations; at the same time ensuring network security, national data sovereignty, and compliance with regulations on the protection of personal information and research data.

In the 2030 vision, the Strategy clearly states the goal of the Ministry of Science and Technology becoming a pioneer in the digital government, leading the national ecosystem of science, technology, innovation and digital transformation data; ensuring that data becomes a strategic resource, created, managed, shared, exploited and used effectively, safely, transparently and responsibly. Science and technology data will become a valuable national asset, the country's digital knowledge foundation, contributing to making Vietnam a start-up and innovative nation based on knowledge, technology and data.

The strategy sets the overall goal of developing and perfecting the ecosystem of science, technology, innovation and digital transformation data in a synchronous, unified, transparent, safe and effective manner; ensuring that data becomes essential infrastructure and an important resource for state management, scientific research, innovation and digital transformation, contributing to promoting the digital economy, digital society and digital government.

By 2030, Vietnam strives to become the leading center for science, technology, innovation and digital transformation data in Southeast Asia.

The strategy sets out a series of specific goals such as: Completing the legal corridor on science, technology, innovation and digital transformation data; completing and putting into operation national digital platforms in the fields of science, technology and innovation; integrating and connecting 100% of data from ministries, branches and localities via digital platforms to serve state leadership and management; 100% of the Ministry's online public services are provided in full, integrated across multiple platforms; data completely replaces paper copies in administrative procedure records; 100% of the Ministry's national and specialized databases meet the criteria of "correct, sufficient, clean, alive, unified, shared", ensuring information security at level 3 or higher, synchronized with the National Population Database and the National General Database; digitizing 100% of data on science, technology, innovation and digital transformation under the Ministry; Put into use the Science and Technology Open Data Portal, publish at least 5,000 open data sets.

By 2030, 100% of officials in the entire industry will be able to proficiently use data in policy planning, direction, operation and work implementation.

9 key task groups and solutions

The strategy identifies 9 key tasks and solutions. These include building and perfecting the legal framework, including reviewing, amending, and promulgating regulations on data collection, management, sharing, and exploitation; building a catalog of open data, big data, and shared data; forming a "data culture" throughout the industry; developing data infrastructure, ensuring connectivity, avoiding overlap and waste; connecting the Ministry's cloud computing platform with the Government and businesses, aiming for 100% of databases to achieve information security level 3 or higher before 2028. Along with that, creating and developing data, including collecting and standardizing data on science and technology activities, intellectual property, quality measurement standards, nuclear energy, digital transformation, statistics, and specialized reports; developing data applications, building and operating the National Digital Platform for Science, Technology, and Innovation Management; Synchronously deploy Big Data, AI, Blockchain, cloud computing in data mining and management.

Another task is to ensure data security and personal data protection, implement digital signature, encryption, backup, recovery and user authentication solutions; protect state secrets and data sovereignty; cooperate, connect and share data among units under the Ministry, ministries, branches, localities, research institutes, universities and enterprises, and encourage the development of digital transformation platforms "Made in Vietnam".

The Ministry of Science and Technology improves data quality and management, standardizes, digitizes, cleans data, ensures completeness, accuracy, reliability and reusability; develops data human resources, trains cadres, civil servants and public employees in data management and exploitation, and builds a team of specialized data science experts.

The Ministry of Science and Technology strengthens international cooperation on data, participates in international forums and initiatives on scientific data, open research, open data; approaches and applies international standards to build a national scientific data system that meets regional and international standards.

The Ministry of Science and Technology's data strategy is expected to create a fundamental shift, forming an open data ecosystem, comprehensively connecting science, technology, innovation and national digital transformation, contributing to the goal of turning Vietnam into a digital nation, innovating based on data and knowledge.
