Medical examination and treatment facilities must comply with regulations on practice conditions.

Deputy Director of Dong Nai Province Department of Health Nguyen Van Binh said: The conference aims to provide specific guidance for public and non-public medical facilities in the province to properly implement regulations, especially on conditions for practicing and guidance on professional practice of medical examination and treatment.

Through recent inspections, the Department of Health has found that many medical facilities do not fully understand or apply the regulations incorrectly. There are some facilities that self-declare beyond their professional capacity. For example, a regional medical center declares that it is qualified to accept practice for specialized doctors such as dentists - maxillofacial surgeons, while its professional capacity and technical list do not meet the requirements. Some medical examination and treatment facilities still make mistakes in assigning unqualified instructors, not accurately recording the practice time of students, and not having a clear benefit mechanism for instructors...

According to Decree 96/2023/ND-CP, medical examination and treatment facilities that want to be qualified to receive practitioners must self-declare their eligibility to practice. To date, the whole province has 98 medical facilities that have self-declared their eligibility to receive practitioners.

This Decree also clearly stipulates that the practice instructor must have a higher or equivalent professional qualification than the practitioner and can only guide a maximum of 5 people at a time. In addition, the practice instruction document must also be fully developed, including: regulations on 12 medical ethics, code of conduct for medical staff , regulations on health insurance, infection control, clinical practice, etc.

Facilities must also develop a clear technical list so that practitioners can perform it correctly under the close supervision of the instructor.

Another important regulation is the management of practice time. Practitioners are required to comply with the administrative schedule: 5 days/week, 4 weeks/month. In case of interruption for legitimate reasons (illness, job transfer, etc.), the facility can confirm the practice time and allow the learner to continue at another facility.

The Department of Health reminds medical examination and treatment facilities to use the correct forms as prescribed in Decree 96, avoiding the situation of self-drafting forms, which leads to errors and is not accepted when assessing and granting practice certificates.

Deputy Director of the Department of Health Nguyen Van Binh requested that units continue to review, adjust and announce the eligibility to practice medical examination and treatment according to professional capacity. After the facilities self-announce, the department will conduct an assessment and publicly post on the information portal to make medical examination and treatment practice transparent in the province.
