Director of Van Hoa Cooperative, Trieu Hoa Commune, Trieu Phong District Nguyen Van Dinh said that, implementing the policy of concentrating and accumulating land to form a commodity production area, in 2024, Van Hoa Cooperative successfully accumulated land with an area of 3.83 hectares, transferring from 18 households renting land at the rate of 50 kg of rice/sao/year to 1 household renting at the price of 120 kg of rice/sao/year. On that basis, this winter-spring crop, the Cooperative continued to implement the land accumulation model by consolidating land plots in the Cheo Phu Lieu field area with an area of 4.5 hectares. According to Mr. Dinh, this area was previously the cooperative's dredged field and was divided among 143 households, of which the household with the largest area was from 2 - 3 sao, and the smallest household was only about 29 m 2 .
In addition, there are also 12 graves of people in the cooperative. After being propagandized and mobilized, all households with fields here agreed to let the cooperative level the ground, remove the graves, build embankments, roads and lease them to Mr. Le Quang Lam's household for long-term production at a price of 131 kg of rice/sao/year, nearly 3 times higher than before.
According to statistics from the Department of Agriculture and Environment, the total area of concentrated and accumulated land in the province up to this point has reached over 780 hectares, mainly concentrated in the districts: Hai Lang nearly 350 hectares, Vinh Linh more than 290 hectares, Cam Lo 100 hectares...
Through the survey, the areas after land consolidation and land accumulation all brought about clear results such as: facilitating the application of machinery in production; reducing costs for land preparation, sowing, care, and harvesting; reducing costs for fertilizers and pesticides; reducing pests and diseases, especially rats, and saving irrigation water. The value of rented fields was 30-40% higher, economic efficiency increased by 15-20% compared to before land consolidation and land accumulation, so people were very sympathetic and responsive.
Support policies are needed.
It can be affirmed that land consolidation, land accumulation, and leveling of rice fields are urgent needs of farmers in localities to facilitate production organization. There have been many models of concentrated production accumulation with linkages that bring high economic efficiency. However, up to this point, only Trieu Phong district has issued Project No. 2777/DA-UBND dated July 5, 2024 of the People's Committee of Trieu Phong district on land concentration and accumulation to form commodity production areas by 2025, with a vision to 2030.
Support policies under the project include support for leveling and arranging fields at a rate of 5 million VND/ha; support for exhuming graves at a rate of 2 - 5 million VND/ha depending on the scale and size of each grave; support for land lessors at a rate of 2 million VND/ha (only one-time support). In addition, some cooperatives have mobilized members to contribute funds over the years to implement land consolidation such as Sa Trung Cooperative, Thuong Hoa Cooperative, Vinh Long Commune, Vinh Linh District.
On the other hand, the replication of land accumulation models is still facing some difficulties such as: the current status of fragmented, small-scale production fields, unevenly arranged along the main intra-field roads, leading to difficulties in determining the location of land plots and creating a management entity diagram when destroying small plot banks.
The terrain is uneven, forming many terraced fields, so the planning and renovation process to level the ground is costly. Besides, some people still do not want to abandon their fields or rent them out even though the fields are abandoned or ineffective. Policies to promote land consolidation and land accumulation in the whole province have not been issued...
According to Deputy Director of the Department of Agriculture and Environment Nguyen Hong Phuong, the department has sent a document requesting the Provincial People's Committee to review land consolidation and land plot exchange models in the province to develop a project on "land consolidation and land accumulation associated with promoting mechanization in the whole province".
At the same time, continue to invite and introduce organizations and businesses to join in production and product consumption so that localities and cooperatives can confidently invest in production. Localities need to continue to strengthen propaganda, mobilize and persuade people to unanimously implement in order to move towards modern, sustainable agriculture with high added value.
