This afternoon, October 15, the monitoring delegation of the Vietnam General Confederation of Labor (VGCL) led by Permanent Vice President Thai Thu Xuong conducted a thematic monitoring at the Quang Tri Provincial Federation of Labor on the results of implementing the 2024 trade union work program in a number of key areas such as representing and protecting the legitimate rights and interests of union members and workers; taking care of union members' and workers' interests; propaganda and mobilization work; emulation and rewards; developing union members, establishing grassroots trade unions; promoting party development among workers; women's work; and trade union finance.

According to the report of the Provincial Federation of Labor, implementing the Resolution of the 13th Congress of the Vietnam Trade Union and the Resolution of the 13th Congress of the Quang Tri Provincial Trade Union, up to now, 100% of the trade unions at the grassroots level have organized 27 training courses for 3,705 grassroots trade union officials (100% achieved).
For the grassroots trade union level, 100% of units have organized research and disseminated the resolution through regular meetings, resulting in 41,898 union members participating, reaching 97% of the total number of union members in the province. Regarding the implementation of breakthroughs, after the congress, the Provincial Federation of Labor Executive Committee issued 4 programs to implement 3 breakthroughs; issued documents specifying the programs and resolutions of the Vietnam General Confederation of Labor.
In the 10 months of 2024, trade unions at all levels will continue to care for and protect the legitimate rights and interests of union members and workers. Proactively participate in inspecting and supervising labor, trade union, and social insurance laws at business units. Continue to innovate propaganda and dissemination of laws in terms of content and diversify forms, suitable to the characteristics of each subject.
Promote emulation movements among union members and workers; dialogue and collective bargaining; effectively organize activities to care for the interests and welfare of union members and workers, and promptly support union members and workers in difficult circumstances. By the end of September 2024, the whole province has established 25 grassroots unions with 2,530 union members.
Since 2014, the Provincial Federation of Labor has applied software on managing, sending and receiving documents online of the People's Committee of Quang Tri province to deploy in the province's trade union system. 100% of district-level labor federations, industry unions and 72% of grassroots trade unions have established Facebook pages and fan pages to serve propaganda; the Q&A system and legal advice on the Provincial Federation of Labor website ensure quick and timely response.
The Provincial Federation of Labor recommends that the Vietnam General Confederation of Labor should have specific regulations on promoting digital transformation in union activities, applying electronic offices to unions at all levels, or have an investment policy from the General Confederation level.
Strengthen training and guidance for subordinates to implement digital transformation in union activities. Complete the union member management software and implement card exchange work, facilitate management and let union members enjoy welfare programs, or research and build a union member app to facilitate digital transformation of union activities.
There are specific instructions on appointing a full-time representative of state capital (of the trade union) at the enterprise to implement in the whole system.

Provide early guidance on planning leadership and management positions in joint stock companies with union ownership of 51% or more of charter capital; amend decisions 3140/QD-TLĐ and 3169/QD-TLĐ related to personnel organization.
Concluding the monitoring session, Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong said that the target of developing union members in Quang Tri in 2024 is currently low compared to the target assigned by the Vietnam General Confederation of Labor (2,530/4,700 union members), requesting the Provincial Federation of Labor to review enterprises that have not yet established a union organization and admitted union members to complete the set target.
Strengthening the dissemination and education of law to workers; establishing trade unions in enterprises.
Promote patriotic emulation movements with depth and quality. At the same time, coordinate well in trade union work with relevant departments, branches, sectors and units. Carefully prepare activities to care for workers on the occasion of Lunar New Year 2025.
