Mr. Pham Anh Tuan - Director of the Payment Department, State Bank of Vietnam, emphasized that recently, the State Bank has issued a series of circulars, of which, in 2024 alone, there are 7 circulars on the fields of payment, accounts, cards, and e-wallets.
The State Bank is very concerned about the issue of fraud and deception; therefore, in the regulations, service providers are required to have procedures to prevent, stop, and warn against fraud and deception.
Over the past time, through monitoring, the State Bank has found that most service providers have strictly complied with the regulations. In addition, the State Bank also has regulations on organizations to review and send lists of cards and accounts that may be suspected of being involved in fraudulent activities. For example, a person opens many different accounts, has suspicious transaction behavior; an account generates too many transactions per day, not suitable for the account capacity...
According to the Director of the Payment Department, according to regulations, there are about ten criteria, based on these criteria, organizations make a list and send it to the State Bank. Mr. Tuan said that the State Bank has collected about 600,000 accounts related to the above issues. From this list, through the pilot implementation for banks, as of early September 2025, it has helped warn nearly 300,000 customers to stop transactions with a total amount of about 1,500 billion VND.
“With the new tool, we believe that when customers transfer money, if there is a warning, it will help customers decide whether to transfer money or not,” said Mr. Tuan.
The Director of the Payment Department also stated that, after the accounts related to individuals with fraudulent behavior were banned, many subjects have switched to organizational accounts. Regarding this issue, the State Bank is also amending related regulations to ensure security, safety, and prevent fraudulent behavior.
Recently, the Payment Department of the State Bank also issued a warning to people to be vigilant against fraud in the banking sector.
According to this authority, recently, high-tech crimes and financial fraud via electronic channels have tended to increase with many sophisticated tricks such as impersonating banks to send messages, spreading fake links/QR codes, impersonating police agencies, courts, fraudulently recruiting "easy jobs with high salaries" from abroad, or using AI/deepfake technology to appropriate personal information and assets.
Accordingly, this agency recommends that people do not provide security information (password, OTP, card number, CVV, biometrics) to anyone in any form. Do not access or scan links, QR codes, or applications of unknown origin. Always check and verify information through the bank's official channels (website, application, call center).
People are also advised to proactively protect their accounts, such as changing passwords periodically, turning on balance fluctuation alerts, and limiting money transfer limits.
If you detect any suspicious signs, immediately contact the bank's hotline or the police. Be wary of invitations to invest with super profits or work abroad to avoid falling into "cross-border scams".
According to the announcement, the State Bank will coordinate with credit institutions to continue implementing technical, legal and communication solutions to prevent high-tech crimes. People's vigilance and cooperation are key factors to prevent this problem.
