Sharing at a press conference to inform about the banking performance results in the third quarter of 2025, the State Bank (SBV) said that after a period of cleaning up the customer database and applying biometric information matching solutions, compared to the same period in 2024, the number of individual customers being scammed and losing money decreased by 59%, and the number of individual accounts receiving scammed money decreased by 52%.
According to the Payment Department (SBV), recently, this agency has required service providers to have a process to prevent, stop, and warn of fraudulent and deceptive acts. At the same time, SBV also has regulations on organizations to review and send lists of cards and accounts that may be suspected of being involved in fraudulent acts (one person opens many different accounts, has suspicious transaction behavior; one account generates too many transactions per day, not suitable for the account capacity...).
Through this, the State Bank has collected about 600,000 accounts related to the above issues. From this list, through pilot implementation for banks, as of early September 2025, it has helped warn nearly 300,000 customers to stop transactions with a total amount of about 1,500 billion VND.
It is known that as of September 22, 2025, 57 credit institutions (CIs) and 39 payment intermediary service providers have integrated the biometric information matching feature with data in chip-embedded ID cards to identify customers on the Mobile Banking application; 63 CIs have deployed at the transaction counter the customer identification application via chip-embedded ID cards, 32 CIs and 15 payment intermediary service providers are implementing the integration of the VNeID application, of which 19 units have officially deployed it.
By Online method: more than 128.9 million individual customer records (CIF) have been biometrically verified via chip-embedded CCCD or VNeID application (reaching 100% of the total number of individual customer payment accounts generating transactions on digital channels); for institutional customers, biometric information has been verified for more than 1.3 million records (reaching 100% of the total number of institutional customer payment accounts generating transactions on digital channels).
According to the Offline method: 29 credit institutions have signed with C06 to implement cleaning of customer data opening payment accounts, of which 27 credit institutions have sent data to C06 for cleaning (with more than 22 million customer records (CIF) sent to C06 and received feedback); 11 payment intermediary organizations have signed with C06 to implement cleaning of customer data opening payment accounts, of which 4 payment intermediary organizations have sent data to C06 for cleaning (with more than 32,000 customer records sent and received feedback).
