"Extended arm" of commune-level police

Hai Hoa Ward Police, Nghi Son Town, and members of the Security and Order Protection Team disseminated and popularized the law to business households in the area.

The province currently has 4,351 security and order protection teams in villages and residential groups, with 13,053 members. These are not only the core force participating in security and order protection at the grassroots level, but also the "extended arms" of the commune-level police in crime prevention and building the movement "All people protect national security".

Hoang Luu Commune (Hoang Hoa) has 6 security and order protection teams in 6 villages, with 18 members. In recent times, the security and order protection teams have effectively supported the Commune Police in performing the task of ensuring security and order in the area. Along with supporting the Commune Police in verifying, investigating and clarifying a number of cases related to security and order, members of the security and order protection teams also participate in People's patrols, preventing and resolving cases related to security and order arising in the area. At the same time, they participate in managing and educating 20 subjects serving criminal sentences in the community and subjects undergoing voluntary drug rehabilitation at home; coordinating with mass organizations to mediate 5 small conflicts among the People. In addition, members of the security and order protection teams also actively propagate and disseminate legal regulations to the people; guide people during peak periods of issuing ID cards, electronic identification, and implementing digital transformation in the area.

Chairman of the People's Committee of Hoang Luu Commune, Le Ngoc Hanh, assessed: "With the advantage of living and working locally, members of the security and order protection teams are close to the people, familiar with the area, and understand the habits, lifestyle, customs and practices of the local people. These are advantages in grasping information and supporting the Commune Police to resolve incidents related to security and order in residential areas, preventing "hot spots" and complications in security and order in the area. Thereby, contributing to ensuring security and order, social order and safety and building the movement "All people protect national security" in the locality".

Hai Hoa Ward has a large administrative boundary, where tourism and service development of Nghi Son town are concentrated, so there are many potential problems related to security and order. In order to do a good job of ensuring security and order, the ward's 14 security and order protection teams have promoted their sense of responsibility, actively supported the police force in grasping the security and order situation, administratively managing social order, patrolling to ensure traffic safety. At the same time, proactively grasping the situation at the grassroots level, providing the police force with a lot of useful information related to security and order. From there, helping the ward police promptly resolve and prevent violations of the law and social evils in the area.

Similarly, the forces participating in protecting security and order at the grassroots level in many localities in the province always promote a sense of responsibility, closely coordinate with the commune-level police force to deploy preventive measures, combat and effectively handle many cases related to security and order at the grassroots level. Statistics from the Provincial Police show that from July 2024 to early March 2025, the forces participating in protecting security and order at the grassroots level in the province provided the commune-level police with 1,702 reports related to security and order, social evils, and domestic violence. At the same time, they detected and participated in resolving 1,302 cases of internal conflicts among the people; participated in supporting more than 32,000 legal propaganda sessions; supported the development and launch of 464 self-management models on security and order; Joined the police force in conducting 36,619 patrols, detecting, preventing, and handling 239 cases with signs of crime and law violations; handled 100 cases related to fire prevention and fighting...

The contributions of the force participating in protecting security and order at the grassroots level have contributed to the prevention, control and reduction of crime in localities, contributing to the task of socio-economic development, ensuring national defense and security and maintaining peace for the people in the province.
