Recently, continuous heavy rains in Lang Son and Cao Bang have greatly affected the construction progress of the Dong Dang - Tra Linh expressway project. For example, at the end of September, a flash flood suddenly appeared in the area of the Project Management Board in Duc Long commune (Cao Bang), killing 3 officers and engineers, as well as completely destroying the residential area and kitchen...

Overcoming difficulties in weather and terrain, investors and contractors have mobilized and deployed over 276 construction sites with a total of 1,487 machines and equipment and about 3,332 engineers and workers simultaneously approaching and organizing construction day and night on the handed-over land segments, striving to complete the goal of partially opening the first phase of the project in December 2025 as directed by the Prime Minister .

Discussing the difficulties of the project, Mr. Nguyen Duc Tuan, Deputy General Director of Dong Dang - Tra Linh Expressway Joint Stock Company, said that currently, the site clearance work has been handed over by Lang Son and Cao Bang provinces to about 99%, however, some segments are still in a state of "poor rice and beans".

Enterprises recommend that localities promptly complete site clearance work, relocate technical infrastructure, hand over all clean sites, dumping sites, etc.; at the same time, stabilize the supply and price of materials for investors and contractors to organize construction, ensuring completion on schedule.

Regarding this issue, on October 28, 2025, the Ministry of Construction sent a document to the People's Committees of Lang Son and Cao Bang provinces to thoroughly resolve problems and speed up the progress of the Dong Dang - Tra Linh expressway. In addition to the local site clearance work, the Ministry of Construction also requires construction units not to ignore the quality of the project for reasons of progress. Important items such as large bridges, tunnels and locations with potential risks of landslides must be closely inspected and monitored...

When the project is completed, travel time by car between Hanoi and Cao Bang will be only 3.5 hours instead of 6 - 7 hours as at present.

According to Mr. Nguyen Thy Hung, Deputy Director of the Bidding Management Department (Ministry of Finance), the Dong Dang - Tra Linh Expressway project is a true model of public-private partnership (PPP), demonstrating the joint responsibility between the State, enterprises and localities in project implementation. In particular, with the PPP++ model, project investment capital is mobilized from many different sources, increasing mobilization efficiency and minimizing risks throughout the project implementation process.

Chairman of Cao Bang Provincial People's Committee Le Hai Hoa assessed that the Dong Dang - Tra Linh expressway project, once completed, will not only open up a new future for the revolutionary homeland, but also contribute to the implementation of the country's strategic goal of completing 3,000 km of expressway from Cao Bang to Ca Mau cape - a continuous connecting axis, raising the country's position.
