Nghe An province issues telegram to respond to storm No. 13

On November 3, the Civil Defense Command of Nghe An province issued dispatch No. 35/CD-BCH.SNNMT on proactively responding to storms near the East Sea (storm KALMAEGI).

Implementing Official Dispatch No. 25/CD-BCĐ-BNNMT dated November 2, 2025 of the National Civil Defense Steering Committee on proactively responding to storms near the East Sea.

According to the forecast from the Nghe An Province Hydrometeorological Station, at 7:00 a.m. on November 3, the center of storm KALMAEGI was at about 10.7 degrees North latitude; 129.0 degrees East longitude, in the sea east of the central Philippines. The strongest wind near the center of the storm is level 11 (89-102 km/h), gusting to level 15. Moving in the West Southwest direction at a fast speed of about 25 km/h. From about the afternoon of November 4, the sea east of the central East Sea will have winds gradually increasing to level 6-7, then increasing to level 8-9; the area near the center of the storm is level 10-12, gusting to level 14-15, waves 5.0-7.0 m high. The sea is very rough.

To proactively respond to storms and post-storm floods, the Provincial Civil Defense Command requests the People's Committees of wards, communes and Departments and branches to:

1. Closely monitor warning bulletins, forecasts and developments of storms; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur.

2. Review and be ready to deploy response plans for storms and post-storm floods.

3. Departments and branches, according to their state management functions and tasks and assigned tasks, proactively direct and coordinate with localities to respond to storms and post-storm floods.

4. Prepare forces and means for rescue when requested.

5. Organize on-duty seriously and regularly report to the Provincial Civil Defense Command./.
