At noon on November 5, the People's Committee of Quang Ngai province issued a telegram to focus on responding to storm No. 13 (Kalmaegi), a very strong storm that continued to strengthen after entering the East Sea, with a very wide range of strong winds.

The Chairman of the People's Committee of Quang Ngai province requested localities to be ready to immediately deploy measures to prevent, avoid and respond to storms and post-storm floods with the motto "proactively from early on, from afar", with the most determined spirit, anticipating the worst scenario, deploying measures to prevent, avoid and respond at the highest level to absolutely ensure the safety of people's lives, limit property damage, and not be passive or surprised in any situation.

Starting from 7:00 p.m. on November 5, all ships and boats are prohibited from operating at sea (including passenger transport vehicles on the Sa Ky - Ly Son route, the Dao Lon - Dao Be route and vice versa) until the weather stabilizes (according to the bulletin of the Quang Ngai Hydrometeorological Station).

For ships and boats that have entered the anchorage, the captain and crew must strictly follow the instructions of the local authorities and functional forces on storm response, absolutely do not leave people on the ships and boats when there are strong waves and winds to ensure safety. Complete the task of calling ships, boats, and rafts to the anchorage before 5:00 p.m. on November 5.

Mobilize local forces to support people in implementation, especially for households with only the elderly, women, single people, and the disabled. Complete no later than 4 p.m. on November 6; for the coastal communes and wards in the southern part of the province and Ly Son special zone, it must be completed by 1 p.m. on November 6.

Request local authorities to deploy evacuation plans according to the established plans for households living in dangerous areas such as low-lying areas, deep flooded areas along rivers and streams and unsafe houses (corrugated iron roofs, weak houses). The evacuation must be completed before 3:00 p.m. on November 6.

Units and localities need to organize pruning of tree branches that are at risk of breaking or falling, especially urban trees and large trees near houses in rural areas to ensure the safety of people's houses and infrastructure works... This work must be completed before 2:00 p.m. on November 6 to proactively respond to bad weather developments.

The Chairman of the People's Committee of Quang Ngai province requested localities to announce the hotline numbers of the People's Committees at the commune level and the positions of the People's Committees at the commune level: Chairman, Vice Chairman, Head of the Military Command, Chief of Police, Head of the Economic/Economic, Infrastructure and Urban Department for local people to know.
