Khanh Hoa strengthens protection for people in areas at risk of landslides and flash floods

Faced with the complicated developments of storm No. 13 (international name KALMAEGI) - the storm assessed to have the strongest intensity since the beginning of 2025, expected to directly affect the Central and South Central regions, Khanh Hoa province has activated the highest level of response plan, focusing on protecting people in areas at risk of landslides and flash floods.

On November 5, Chairman of Khanh Hoa Provincial People's Committee Nguyen Khac Toan issued urgent dispatch No. 03/CD-UB, requesting localities, departments and branches to proactively deploy measures to prevent and respond to storms with the most optimal measures, to avoid major damage caused by storms. For vulnerable, low-lying areas... it is necessary to urgently handle and avoid flooding; at the same time, organize to reinforce houses, raise assets, calculate evacuation plans, relocate people along with fully preparing necessities to respond to storms. In particular, localities urgently guide tourists to leave sea and island areas, ensuring absolute safety.

The Chairman of Khanh Hoa Provincial People's Committee assigned military , police and rescue forces to be on duty 24/7, ready with vehicles and materials to respond to emergencies; at the same time, continuously monitor the developments of storms and floods; deploy preventive measures at the highest level, ensuring absolute safety for people's lives.

Khanh Hoa province also established many delegations to inspect the situation at the grassroots level, directing localities to urgently implement measures to evacuate all households living in dangerous areas to safe places before the afternoon of November 6; in case any household does not comply, enforcement will be carried out to ensure safety of life; at the same time, requiring local authorities to coordinate with the Border Guard, the Fishing Port Management Board and functional forces to guide boats to safe anchorages, strictly prohibiting boats from going out to sea in bad weather.

In Bac Nha Trang ward, the Nhat Tri islet area continues to be threatened by large waves. Every year during the rainy season, waves 2-3 meters high hit the temporary dike, eating deep into the shore, causing many sections to collapse. By this afternoon, dozens of workers were reinforcing the embankment, placing rocks in iron cages to minimize wave damage.

Mr. Dang Thai Sinh, Ha Ra residential group, shared: “For many years, this area has suffered from high tides and waves flooding into houses. Now that a strong storm is coming, everyone is worried. I hope the government will soon invest in concreting the Ha Ra embankment so that people can live in peace.”

In the southwestern mountainous area of ​​the province, leaders of Khanh Hoa Provincial People's Committee also inspected preparations for storm response at key points such as Provincial Road 9 pass, Son Hiep pine forest area, landslides on To Hap river bank (Khanh Son commune), DT.707 road through Bac Ai Tay commune and Sat river area (Bac Ai Dong commune).

Director of the Department of Agriculture and Environment of Khanh Hoa province Nguyen Duy Quang said that in the face of the complicated storm and rain situation, the department has advised the Provincial People's Committee to activate the highest level of natural disaster prevention plan, focusing on checking and reviewing all areas at risk of landslides and flash floods to proactively evacuate people to safety.

According to Mr. Quang, the whole province currently has about 30 areas at high risk of landslides with about 1,000 households (3,800 people), mainly concentrated in the Southwest region. The Department coordinates with localities to develop plans to evacuate people, arrange on-site forces including officials, police, army, militia and disaster prevention shock forces ready to support in case of emergency; at the same time, strengthen inspection of reservoirs, irrigation dams, dredge water flows, deploy flexible operation plans to ensure safety of works and downstream areas.

Mr. Nguyen Duy Quang further emphasized: “The highest goal is the safety of people's lives. We request that localities absolutely do not let people stay in areas at risk of landslides and flash floods when there is heavy rain. The evacuation must be completed early, with inspection and supervision forces, ensuring that there is no subjectivity or negligence in storm prevention work."
