Hanoi clears land, speeds up construction of 'most expensive road on the planet'
On November 5, O Cho Dua ward (Hanoi city) forcibly cleared land from a number of households to implement the project of building Ring Road 1, Hoang Cau - Voi Phuc section.

A representative of O Cho Dua ward said that the authorities had repeatedly mobilized, but because some land users did not agree with the compensation plan, did not receive support money and did not comply with the handover, the ward was forced to take coercive measures to ensure the progress of the Ring Road 1 project, Hoang Cau - Voi Phuc section.
According to the Investment - Infrastructure Project Management Board of O Cho Dua Ward, up to now, all 591 compensation, support and resettlement plans have been approved, of which the ward has handed over 344 plans (reaching 56.8% of the volume).
Regarding resettlement arrangements, the city has decided to sell 292 apartments to 213 households in two areas 30T1, 30T2 Nam Trung Yen (153 apartments) and CT2, CT3 X2 Dai Kim (139 apartments).
The People's Committee of O Cho Dua Ward has issued a decision to forcibly reclaim land from 146 households, divided into two phases (phase 1 includes 61 households, phase 2 includes 85 households). The ward is also planning a third phase for all remaining households.
The investment policy for the Hoang Cau - Voi Phuc section of Ring Road 1 was approved in late 2017 with a total investment of more than VND 7,800 billion and was expected to be completed in 2020. However, the implementation process has been delayed many times.
Compensation for site clearance accounts for the majority of the total investment for the Belt Road 1 project. Therefore, for many years, this project has been known as the "most expensive road on the planet".
Responding to questions from the Hanoi People's Council in July, Mr. Nguyen Phi Thuong, Director of the Department of Construction, said this is a key project that will last for many years and is very complicated in terms of site clearance.
Hanoi's transport sector will coordinate and establish a site clearance plan to complete in the fourth quarter of 2025.
According to statistics from the Hanoi Department of Construction in July 2025, there are 1,981 households subject to site clearance for the construction of Ring Road 1, Hoang Cau - Voi Phuc section.
Adjacent to O Cho Dua ward, Giang Vo ward has a total of 795 land clearance plans for Ring Road 1 and 790 plans have been approved.
