ANTD.VN - The General Department of Taxation believes that many Tax Departments have not properly assessed the importance and have not resolutely implemented the promotion of petroleum businesses to issue electronic invoices for each sale, basically only stopping at the propaganda level.

The General Director of the General Department of Taxation has just continued to issue a telegram requesting tax authorities at all levels to resolutely and effectively implement the direction of the Government and the Ministry of Finance in issuing electronic invoices (E-invoices) for retail gasoline business activities.

According to the General Department of Taxation, according to reports from the Tax Departments up to December 19, 2023, a number of Tax Departments have urgently and actively implemented solutions to promote businesses and retail stores selling gasoline in the area to issue electronic invoices after each sale.

However, the Tax Department has not yet properly assessed the importance and has not resolutely implemented the direction of the Prime Minister and the Ministry of Finance; has not yet reviewed and compiled full and accurate statistics on the implementation status in localities, the number of businesses and stores that have implemented it, and has not yet issued electronic invoices for each sale to have appropriate solutions.

The implementation of the Tax Department basically only stops at the propaganda level, without assigning specific tasks to each department and each management officer to implement the direction of the Prime Minister, the Minister of Finance and the General Department of Taxation.

Issuing electronic invoices for each sale at a petroleum retail business

Therefore, the Director General of the General Department of Taxation requests the Directors of the Provincial and Municipal Tax Departments to continue to direct and urgently carry out the following tasks:

Firstly, for localities that do not have written instructions from the People's Committee, the Tax Department is responsible for advising the People's Committee to direct departments and branches to proactively coordinate with tax authorities to immediately deploy synchronous and effective solutions, and resolutely require retail gasoline businesses to issue electronic invoices after each sale in accordance with the provisions of law and the direction of the Prime Minister and the Ministry of Finance.

Second, continue to closely coordinate with local departments and branches to review and grasp the current status of infrastructure, equipment, and progress of electronic invoice implementation for each sale at each petrol station; immediately organize working sessions with petrol retail units, publicly invite solution providers to share successful implementation experiences and discuss effective solutions;

At the same time, advise and propose to the People's Committees of provinces and cities to promptly remove difficulties and obstacles (if any) to successfully implement the issuance of electronic invoices for each sale for retail petroleum business activities in the area, ensuring progress according to the direction of the Prime Minister in Official Dispatch No. 1284/CD-TTg (to be completed in December).

Third, resolutely deploy tasks to leaders of Tax Departments, leaders of Tax Divisions and Branches and specifically to civil servants managing units to work and propagate policies, legal regulations on electronic invoices to each enterprise and retail store of gasoline so that units clearly understand, fully perceive responsibilities and commit to issuing electronic invoices after each sale according to regulations.

It is necessary to attach responsibility to the implementation of inspection, supervision, and handling of violations for units that do not implement or deliberately do not implement...

Previously, on December 1, 2023, the Prime Minister issued Official Dispatch No. 1284/CD-TTg requesting ministries, branches and localities to strengthen the management and use of electronic invoices for petroleum retail business activities; completion time in December 2023.

The Ministry of Finance then issued Official Dispatch No. 13348/BTC-TCT dated December 4, 2023 requesting the Chairman of the People's Committee of the province or centrally-run city to pay attention to directing and closely and regularly coordinating with the Ministry of Finance in the implementation of the Decree on EIT in the field of petroleum retail business.

The General Department of Taxation also issued Official Dispatch No. 5080/TCT-DNL dated November 13, 2023, Official Dispatch No. 5468/TCT-DNL dated December 5, 2023 directing the Tax Departments of provinces and centrally run cities to advise the People's Committees to direct local agencies and branches to coordinate with tax authorities to urgently deploy to enterprises and retail stores selling gasoline and oil to issue electronic invoices after each sale according to regulations.
