Preschool children in Ho Chi Minh City with their teacher in a classroom activity
That is one of the requirements of the Ho Chi Minh City Department of Education and Training in the latest document on continuing to improve the quality of universal preschool education for 5-year-old children, while reviewing a number of conditions towards universal preschool education for 3- and 4-year-old preschool children.
In the document, Deputy Director of the Department of Education and Training of Ho Chi Minh City Le Thuy My Chau requested the Department of Education and Training of Thu Duc City, districts, and affiliated preschools to pay attention to implementing the contents. First, continue to advise and direct effective implementation, improve the quality of universal preschooleducation for 5-year-old children; ensure implementation of regulations in Decree No. 20/2014/ND-CP dated March 24, 2014 of the Government on universal education, illiteracy eradication; Circular No. 07/2016/TT-BGDDT dated March 22, 2016 of the Ministry of Education and Training on conditions to ensure and content, process, and procedures for inspection and recognition of universal education and illiteracy eradication standards.
The Ho Chi Minh City Department of Education and Training directed localities and affiliated units to coordinate in reviewing, fully updating and taking responsibility for the accuracy of statistics on universal preschool education for 5-year-old children.

At the same time, localities and affiliated units need to pay attention to reviewing data on children with disabilities within the age group; maintain and strengthen the assurance of material facilities, equipment, toys, etc.; organize well the activities of nurturing, caring for and educating children; promote digital transformation in the work of universalizing preschool education for 5-year-old children.
To aim for universal preschool education for 3- and 4-year-old children, the leaders of the Ho Chi Minh City Department of Education and Training requested that localities and affiliated units need to accurately count the total number of children in this age group and the number of children in this age group who have moved in and out.
Other data also need to be accurately recorded such as: Rate of children attending school and class; rate of children studying 2 sessions/day; situation of management staff, teachers; people monitoring universal education work; scale of schools, classrooms; conditions of facilities, equipment...
At the same time, localities and preschool units under the Department of Education and Training need to review and evaluate the indicators of decisions, plans and projects related to preschool education development to have timely solutions. This contributes to the effective implementation of preschool universalization.
