"Hot" instructions from the Prime Minister: Recruit enough staff, ensure teaching 2 sessions/day

Recruiting the right and sufficient number of teachers

In the context of theeducation sector still facing a shortage of local teachers, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 61/CD-TTg on May 10, focusing on ensuring enough preschool and general education teachers nationwide, in addition to organizing the High School Graduation Exam and preparing for students' summer vacation.

The telegram was sent to many ministries, branches and localities, demonstrating the Government 's determination to completely resolve the current situation of "both surplus and shortage" of local teachers.

According to the telegram, the country currently has about 60,000 assigned teacher positions but has not been recruited, while the number of teachers lacking in public preschool and general education levels is up to more than 120,000 people.

To address this urgent issue, the Prime Minister has issued specific and strong instructions.

The Head of Government requested the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities to ensure that all assigned positions are recruited; continue to review and propose to competent authorities to supplement the remaining preschool and general education teacher positions compared to the prescribed norms of the education sector.

At the same time, the Ministry needs to research and have appropriate and effective solutions to overcome the shortage of teachers, ensuring 2 teaching sessions/day; not let the arrangement and organization of the apparatus lead to a shortage of teachers, affecting students' learning.

The Ministry of Home Affairs is assigned the responsibility of inspecting and urging localities to recruit teachers according to the assigned payroll, overcoming the surplus and shortage of teachers in educational institutions, ensuring the principle of "where there are students, there must be teachers in the classroom" but must be suitable to local realities and effective in arrangement.

People's Committees of provinces and centrally-run cities focus on implementing the review, arrangement and regulation of teachers among educational institutions in the area to overcome local surplus and shortage; increase the number of seconded teachers, inter-school and inter-level teaching.

Localities need to have synchronous and effective solutions to recruit the right and sufficient teachers according to the number of positions assigned by competent authorities, not allowing the situation of having positions but not recruiting; signing teaching contracts to promptly supplement the number of missing teachers according to regulations.

The telegram also encourages consideration, priority in recruitment, and signing of contracts according to authority for teachers who have had time to perform teaching contracts at educational institutions if they meet professional requirements and are in accordance with regulations.

During the implementation process, if any issues arise beyond the authority, localities shall proactively report and propose to competent authorities.

The telegram further stated that it is necessary to continue developing and improving the quality of the teaching staff to meet the needs of implementing the new preschool and general education programs; and to research mechanisms and policies to attract teachers to work and stay long-term in the locality.

Prepare carefully for the 2025 High School Graduation Exam

In addition to focusing on solving the problem of teacher staffing, Official Dispatch 61/CD-TTg also pays special attention to the preparation and organization of the 2025 High School Graduation Exam.

This year's high school graduation exam takes place in the context of the reorganization of two-level local governments. To ensure that the exam is held safely, seriously, and concisely, the Prime Minister requests that the Chairmen of the People's Committees of provinces and centrally-run cities take full responsibility for the exam in their localities, ensuring that the reorganization does not affect the organization.

Provinces and cities strictly implement the Prime Minister's direction in two previous dispatches: Official Dispatch No. 58/CD-TTg in 2025 and Directive No. 37/CT-TTg in 2024 on directing and coordinating the organization of exams to ensure quality, safety, seriousness, efficiency, reduce pressure, and create favorable conditions for students.

The Prime Minister requested to focus on preparing carefully and fully all conditions, having a specific plan and method to organize the exam to ensure 6 things are clear: "clear people, clear work, clear responsibility, clear authority, clear time, clear results".

It is necessary to strengthen the inspection of all stages and steps, especially the assignment of responsibilities to relevant agencies, organizations and individuals responsible throughout the process of preparing and organizing the exam.

The Ministry of Education and Training must strengthen inspection of the preparation and organization of the exam related to ensuring human resources and conditions are adequate, thorough, and in accordance with regulations. Timely handle, resolve, and recommend competent authorities to handle any problems that arise beyond their authority during the preparation and organization of the exam.

Relevant ministries and agencies proactively develop detailed and specific plans and solutions in coordinating the organization of the exam to ensure consistency and smoothness from the central to local levels in all cases.
