Kinhtedothi - "During the implementation of the Central Committee's and the National Assembly Standing Committee's policies and resolutions on the reorganization of commune-level administrative units, the Hanoi City leadership has provided close, specific guidance, in line with the spirit of the Central Committee as well as the city's practical situation," affirmed the Director of the Hanoi Department of Internal Affairs.


This morning, December 21st, at the nationwide online conference summarizing the work of 2024 and implementing the tasks for 2025 of the Interior sector, the Director of the Hanoi Department of Interior Affairs, Tran Dinh Canh, presented a paper on the outstanding results of the Hanoi Interior sector in organizing and implementing tasks in 2024, including noteworthy information related to the rearrangement of commune-level administrative units.

5 outstanding results

According to Mr. Tran Dinh Canh, in 2024, with the focused and specific leadership and guidance of the Ministry as well as the city's leaders, the Hanoi Department of Internal Affairs implemented many major key tasks, achieving fundamental results.

Firstly, within five sectors, 2,866 job position schemes were reviewed and approved for government agencies and units from the city level down to the commune level; and opinions were given on job position schemes of autonomous public service units within a very short time, as directed by the Ministry and the Government .

A new and notable feature in the approval of job titles is the clear definition of the competency framework, professional training qualifications, the ratio of civil servant ranks, and professional job titles within each agency and unit.

Secondly, the department advised and participated in proposing the contents for the drafting of the Law on the Capital City; after the Law was promulgated, it advised and submitted to the Hanoi People's Council for promulgation 8 resolutions implementing the Law on the Capital City in the field of Internal Affairs.

These include several important resolutions on organizational structure, staffing, and policies for officials: Resolution on the procedures for establishing public service units and state agencies under the district-level People's Committee; Resolution on decentralization and delegation of authority to heads of public service units to decide on certain specific tasks and for chairmen of commune-level People's Committees to delegate authority to civil servants to handle certain administrative procedures; Resolution on transferring commune-level officials and civil servants to district-level or higher positions; Resolution on the authority of heads of departments and chairmen of district-level People's Committees to sign contracts for professional work in state administrative agencies; Resolution on the payment of additional income to officials and civil servants in the city's political system, with all regular expenses fully guaranteed by the State; Resolution on the field of emulation and commendation.

"These are the outstanding, distinctive, and superior features of the civil service system that the city is implementing according to the Capital City Law," Mr. Tran Dinh Canh affirmed.

Thirdly, the sector has reviewed and developed a plan for allocating staffing quotas to government agencies and units in 2025, ensuring objectivity, fairness, and suitability to functions and tasks, serving as a basis for implementing the Capital City Law in staffing management.

According to the Director of the Department of Internal Affairs, there are historical shortcomings, and the allocated staffing levels for agencies and units within the political system and government sector are still inadequate, with large disparities between agencies and units.

Recognizing the difficulty, complexity, sensitivity, and impact of the issues, the Department advised on research and development of specific principles and criteria... according to sectors, fields, and levels of authority... At the same time, it coordinated with other departments, agencies, and the People's Committees of districts and towns to develop plans; advised on organizing conferences for officials and civil servants to gather opinions; and submitted the plans to competent authorities with high goals.

The 2025 staffing plan for the city's government has been allocated according to the proposal of the Department of Internal Affairs, ensuring it aligns with functions, tasks, workload, immediate requirements, and future organizational restructuring plans, and has received strong support and approval.

Fourthly , a highlight of the Ministry of Interior in 2024 was the successful recruitment, training, and development of officials, as well as the resolution of policies and benefits for officials.

Regarding recruitment, Mr. Tran Dinh Canh informed that the sector has reformed the form and methods of organizing the recruitment of civil servants and public employees. Specifically, the first round is organized strictly and seriously, with a very low pass rate to the second round (only 27-35%); the second round involves direct interviews (the leader of the agency or unit conducting the interview ensures that the right person is recruited).

Regarding training, the sector has undergone significant innovation in organizational decentralization (Organizational Board, Department of Internal Affairs, departments, agencies, and districts, towns); training content (the city develops separate programs according to industry, field, and target group); and organizational forms (domestic, international, program-based, and concluding with the same field and target group within the year).

In 2024, the Department of Internal Affairs organized 4 domestic programs with 16 classes and 2 overseas programs with 9 classes for heads of departments, agencies, and People's Committees of districts, towns, and cities under the city's jurisdiction.

At the same time, the city is focusing on resolving policy issues for officials, including the promotion of 22,400 teachers from grade 3 to grade 2.

Fifth , the sector has performed well in its role as the standing agency of the City's Administrative Reform Steering Committee, which is to have advised on the issuance of a set of criteria for evaluating the administrative reform index of public service units and jointly managed units located in the city; to complete the set of criteria for evaluating the administrative reform index of departments, boards, and agencies - People's Committees of districts, counties, and towns; linking administrative reform with strengthening discipline and order in public service and effectively implementing digital transformation; and achieving many strong changes in improving the quality of handling administrative procedures by officials and civil servants in the city's political system.

Also noteworthy in the conference discussion was the presentation on the restructuring of the political system at the commune level after the reorganization of administrative units in Hanoi. The Director of the Hanoi Department of Internal Affairs informed that the city had received approval from the National Assembly Standing Committee for the reorganization plan of 109 commune-level administrative units; reducing 53 units and affecting 2,653 officials, civil servants, and part-time workers at the commune level. After the reorganization, there will be a surplus of 93 offices and 831 people, along with related issues that need to be resolved.

During the implementation of the Central Committee's and the National Assembly Standing Committee's policies and resolutions, the city's leaders provided close and specific guidance, in line with the spirit of the Central Committee and the city's practical situation. Following the National Assembly Standing Committee's resolution, the city organized a conference to implement and provide specific guidance on the restructuring and operation of the newly established administrative units.

To date, 56 new administrative units have had their Party committees and socio-political organizations at the commune level established by decisions of the Party committees, People's Committees, Fatherland Front, and political-social organizations of 20 districts and counties; the official launch ceremony will be held next week.

The district and town People's Councils have also directed the convening of new commune People's Council meetings at the beginning of 2025 to consolidate leadership positions in the commune-level People's Councils and People's Committees; the new apparatus will operate immediately, without disrupting or affecting the implementation of political tasks and the daily lives of the people.

Regarding the resolution of office issues, redundant civil servants, and changes to boundary-related documents, Mr. Tran Dinh Canh stated that the city has directed relevant departments to issue specific guidance and support documents. The Department of Internal Affairs has closely coordinated with the People's Committees of districts, counties, and towns to arrange, assign, and resolve policies and benefits for 831 redundant officials.

This includes selecting qualified and eligible officials for appointment to civil service positions, transferring them to departments and units at the district level; arranging rotations to units with shortages; resolving policy issues for those who meet the qualifications and criteria and wish to do so; and gradually assigning the remaining individuals.

"The city will essentially resolve and arrange for the placement of surplus officials by 2025; after the election of People's Council representatives for the 2026-2031 term, there are still 66 people to be reassigned," informed the Director of the Hanoi Department of Internal Affairs.

In particular, according to the leaders of the Hanoi Department of Internal Affairs, although a large number of administrative units were affected, thanks to focused direction, a scientific, democratic, and synchronized approach, the reorganization of administrative units in Hanoi has received very high consensus and agreement from officials, Party members, and the people; the implementation process did not result in any complaints.

These experiences and lessons are crucial for more effective reorganization of the city's administrative units in the next phase, as well as for the implementation of organizational restructuring of agencies within the city's political system in the coming period, in accordance with Resolution 18 of the Central Committee, achieving the highest goals, requirements, and effectiveness in line with the directives of the Politburo, the Secretariat, and the General Secretary.

“Following the direction and suggestions on the reorganization of specialized agencies under the People's Committees at the provincial and district levels from the Steering Committee for the implementation of Government Resolution 18, the Hanoi Department of Internal Affairs has been focusing on advising the Party Committee and the City Steering Committee to effectively implement the plan. During the implementation process, the city hopes that the leaders of the Ministry of Internal Affairs will pay attention to and support Hanoi's proposed plans so that the reorganization achieves practical results and is closely aligned with the actual conditions of the capital city,” the Director of the Department of Internal Affairs emphasized.
