Russia breaks through in Kupyansk

The Russian Armed Forces (RFAF) counterattack in the direction of Kursk continues, the Military Summary channel reported. They released videos showing Russian soldiers standing in front of the town entrance signs. However, these videos are very similar to the footage released by the Ukrainian side at the beginning of the Kursk invasion, and the authenticity of the photos and videos cannot be confirmed.

On the Pokrovsk-Kurakhove axis, geo-location images show that the Russian army has made some more gains and continues to advance westward. The Ukrainsk settlement has fallen. Further attacks are now underway in the direction of Gornyak.

In the direction of Kupyansk, the “Pichschane victory flower” continued to bloom as Moscow forces were believed to be only 2km from the first house on the Oskil River. Another breakthrough by the RFAF would put a strain on enemy logistics.

Ukraine mass evacuation in Pokrovsk

Readovka channel reported that on the Pokrovsk - Kurakhove side, Moscow forces have taken complete control of Ukrainsk and are attacking Gornyak.

Specifically, the RFAF drove the Ukrainian army (AFU) out of Ukrainsk. The last units of the Kiev forces were forced to retreat, facing the threat of encirclement. The fact that the Moscow forces were bypassing the town from both flanks, and the enemy entrenched on the mine dumps could not be stopped due to lack of ammunition.

Additionally, sources also reported that Kiev forces were withdrawing from the dump towards the village of Tsukurino where Russian soldiers had stormed.

In the south, the RFAF continues to attack the town of Gornyak. If the enemy does not withdraw from the outskirts of Ukraine in time, they risk falling into a “cooking pot”. In the north of Krasnogorovka, the AFU begins to withdraw its forces from the triangle of the Volchya and Lozovaya rivers after the Russians capture Zhelanny 1. Therefore, the fall of Ukraine in Zhelanny 2 is imminent.

Fierce fighting in Kursk, Kiev suffers heavy losses

According to Rybar , Ukrainian formations continue to try to break through RFAF defenses in the Glushkovo district. Judging by the footage from the Ukrainian side, it is indirectly confirmed that the AFU cannot enter the village of Vesele. Russia is conducting bombing and shelling of Novyi Shliakh and nearby settlements in Sumy.

From the vicinity of Medvezhe, there is new footage of Ukrainian armored vehicles burning north of the village. Presumably, they were destroyed in an attack by a group of armored vehicles. However, the fact that the AFU attacks in the direction of Glushkovo were carried out cannot be denied and were accompanied by heavy losses.

Fighting also continued in the Korenevo district. Judging by footage of airstrikes on forests in the Orlovka area and reports from the Russian Ministry of Defense of AFU attacks in the same area, Kiev maintained its forces on the front lines to continue its offensive, even as Russian troops advanced near Lyubimovka.

In the Malaya Loknya, Kruglenoye, Orlovka and Novaya Sorochina areas, judging by the heavy Russian fire strikes, one can see a large concentration of enemy forces. At the same time, no changes in the front configuration were observed.

More and more footage is emerging from the vicinity of the Borki settlement, confirming that Russia has retaken the village. In addition, according to new information, to the west of the settlement, Moscow forces did not reach the outskirts of Plekhovo on September 17, but Ukrainians were pushed out of the forest west of Borki.

Some other notable war developments

Rybar channel said that Russia attacked many Ukrainian energy facilities with UAVs in Konotop, Sumy and Akhtyrka district in the region, and also carried out a bombing attack on an aircraft factory in Kharkov.

In the direction of Pokrovsk, Moscow forces controlled most of Hrodivka and also captured Ukrainsk.

In the direction of Donetsk south, fighting continues northwest of Vodyane, as well as in the area of Yuzhdonbass mines No. 1 and No. 3.

The announcement on Telegram read: "UAV detected in airspace. Air defense forces are engaging targets."

Regional authorities also asked residents to stay in shelters until the air raid alert ends and ensure their own safety.

Ammunition depot catches fire in Russia's Tver region, residents evacuated

RIA Novosti reported that in the early morning of September 18, a UAV attack caused a fire and explosion in the city of Toropets in Russia's Tver region. The region's governor, Igor Rudenya, ordered a partial evacuation of the population.

According to local authorities, air defense forces continue to repel a large-scale UAV attack in the city's skies.

Mr. Rudenya has made a decision to partially evacuate the population from the territory where the air defense forces are operating and the fire is contained. Residents of Toropets are being evacuated to the neighboring city of Zapadnaya Dvina in the Tver region.

Locals reported that an ammunition depot was attacked. Video shows fire and explosions.

Earlier, local authorities said a fire broke out in the city "due to falling debris from the UAV".

At the same time, explosions were also reported in Russia's Bryansk, Smolensk, Tula and Oryol regions.

Mr. Zelensky announced the "Victory Plan"

Ukrainska Pravda reported that in his speech on the evening of September 17, President Volodymyr Zelensky held a meeting with the military command on Tuesday, where they prepared a "military package" to significantly strengthen Ukraine on the path to victory in the war with Russia.

"To briefly talk about today. First, a meeting on the military content of our Victory Plan. I worked together with the military command. Good, strong content for the military package has been prepared, precisely the content that can significantly increase the strength in line with the Victory Plan," Zelensky said, without providing details about this content.

Previously, on September 16, leader Zelensky said that the plan to win the war for Ukraine was 90% ready.

Zelensky and the Ukrainian military find a way to increase the number of F-16s

President Zelensky said a way to expand Ukraine's F-16 fighter jet fleet was found during a meeting with air force commanders.

"I held a meeting about our F-16 squadron together with the Air Force Command. We understand the steps to increase the number of fighter jets in Ukraine and accelerate the training of our pilots," the Ukrainian leader said, but did not say what those steps would entail.

All missions of the Air Force and the Ministry of Defense were also determined at the meeting, he added.

Italy announces delivery of SAMP-T missiles to Ukraine at the end of September

According to Rai News , Italian Defense Minister Guido Crosetto said that Ukraine will receive the promised SAMP-T air defense missile system by the end of September.

At a European conference on the production of air defense systems, Mr. Crosetto announced that "at the end of the month, the new SAMP-T air defense system will be delivered to Ukraine."

“We know how much every minute of delay costs,” he stressed.

The fact that Ukraine will receive the SAMP-T air defense system was officially announced in June. Last week, the heads of the Ukrainian and Italian foreign ministries discussed Rome's new military aid package.

Ukraine received its first SAMP-T system, also known as MAMBA, in 2023. The complex, co-developed by a French-Italian joint venture, can track dozens of targets and intercept 10 at the same time and is the only European-made system capable of intercepting ballistic missiles.

German Defense Ministry hopes to approve hundreds of millions of euros more for Ukraine

German Defense Minister Boris Pistorius hopes the federal government will allocate more funds to provide weapons to Ukraine, Spiegel reported.

During a visit to troops in Saarlouis, Minister Pistorius said that talks on increasing the current budget for 2024 to 7.5 billion euros for Ukraine were "promising" and could be concluded by the end of the week. "Then we will talk about a significant amount of hundreds of millions of euros, which could be used to provide additional military aid to Ukraine," he said.

Since the NATO summit in July this year, Mr Pistorius has warned that billions of dollars previously earmarked for military assistance to Ukraine have largely been spent and has publicly called for an increase in this year's budget.

The minister did not want to give details on how much money the German government would allocate, but, according to Spiegel , his office is hoping for nearly half a billion euros more. This would at least enable the agency to order very urgent spare parts packages, without which some of the weapons systems already delivered by Germany could not continue to be used at the front.

Earlier, German media reported that the current budget plan of the German federal government does not provide additional funding to support Ukraine and additional requests from the German Defense Ministry for military aid to Kiev will no longer be approved at the request of the Chancellor.

However, the German government denies any intention of reducing military aid to Ukraine.
