On the morning of July 20, under the chairmanship of Deputy Prime Minister Tran Hong Ha, the Government held an online meeting with northern provinces and cities on responding to storm WIPHA (storm No. 3).

In our province, the meeting was connected to the provincial bridge and 124 commune and ward bridges. According to the report, at 9:00 this morning (July 20), the storm center was located in the northern sea area of the North East Sea, about 670km east of Quang Ninh and Hai Phong, with winds of level 11, gusts of level 13; moving in the West Northwest direction at a speed of 20 - 25km/h. It is forecasted that on the morning of July 21, the storm will enter the Gulf of Tonkin with a strength of level 10 - 11, gusts of level 13 - 14 at a speed of 15 - 20km/h; on July 22, the storm will make landfall, affecting from Quang Ninh province to the north of Ha Tinh province.

Due to the influence of the low pressure area in the West developing and expanding to the East, on July 19, Tuyen Quang province experienced hot weather, with some places experiencing severe heat. In the afternoon of July 19, due to the influence of convective clouds, thunderstorms and tornadoes accompanied by localized rain occurred in some localities, with the highest rainfall of 30 - 33mm, causing landslides and roof damage to 7 houses; 2 cooperatives in Tien Yen commune had their roofs collapsed, and the electrical system was completely damaged; more than 2.5 hectares of perennial forestry trees, 4 electric poles were broken, and a cultural house was damaged.

At the meeting, representatives of ministries, functional departments and localities informed about the situation and forecasted the impacts that storm No. 3 may cause such as high tides, heavy rain causing local flooding, flash floods and landslides; gusts of wind causing damage to infrastructure with high risk of affecting and causing damage to people's property and lives. At the same time, information was provided on the situation of preparations and response to the storm by functional departments and localities.

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha shared the loss with the families of the victims of the boat capsize in Quang Ninh due to extreme weather that occurred on the afternoon of July 19. He asked the authorities and local authorities to support the families of the victims.

The Deputy Prime Minister emphasized that this is a strong storm with rapid and complex developments that can cause severe impacts on localities. Therefore, ministries, branches and media agencies regularly update full and accurate information on the storm situation, forecast impacts at each time the storm makes landfall with specific natural disaster conditions for localities and people to promptly grasp the developments of the storm to have timely response measures, especially specifically notify communes and localities in areas at high risk of being affected by the storm.

Comrade Tran Hong Ha emphasized that it is necessary to proactively prepare measures, means, and human resources to respond to storms, minimize damage to people and property; make the best use of the "4 on-site" motto to support people in overcoming damage caused by natural disasters. Localities maintain 24/7 duty, promptly grasp and give instructions on storm response; assign specific leaders and officials in charge of each key area, vulnerable area, concentrate materials and equipment, mobilize forces to proactively respond and overcome damage caused by storms; absolutely do not be negligent, subjective and have measures ready to respond to flash floods on rivers, streams in mountainous areas and localized flooding in residential areas...; telecommunications corporations ensure uninterrupted information when the storm makes landfall.
