Chairman of Da Nang: Resolutely resolve problems, do not delay disbursement progress

Chairman of Da Nang City People's Committee Pham Duc An directed this at a meeting to listen to a report on the list of medium-term public investment plans for the 2026-2030 period and the disbursement and transfer of public investment capital plans for 2025 on the afternoon of November 7.

At the meeting, Ms. Tran Thi Thanh Tam, Director of the Department of Finance of Da Nang City, said that the total estimated public investment capital plan for 2025 assigned by the Prime Minister to Da Nang City is more than 16,400 billion VND; the City People's Council and City People's Committee assigned is more than 17,600 billion VND.

Since the beginning of 2025, the city has allocated more than 17,000 billion VND in detail to units and localities, reaching 96.8% of the capital plan assigned by the People's Council.

As of November 7, the disbursement of the capital plan according to the 2025 budget estimate reached nearly VND 8,700 billion, equal to 53% of the plan assigned by the Prime Minister; equal to 49.3% of the plan assigned by the City People's Council. The remaining capital plan to be disbursed by January 31, 2026 is more than VND 7,700 billion to ensure a disbursement rate of 100%. It is estimated that by November 30, 2025, the disbursement of the capital plan according to the 2025 budget estimate will reach 65% of the capital plan assigned by the Prime Minister.

For the Project Management Boards under the City People's Committee (except for 24 Regional Management Boards), the total capital plan for 2025 is VND 8,447 billion. As of October 31, these Boards have disbursed VND 4,535 billion, reaching 53.7%. The remaining capital to be disbursed by January 31, 2026 is VND 3,911 billion.

Regarding disbursement of departments, branches and sectors under the City People's Committee, the total capital plan for 2025 for these 35 agencies and units (including departments, branches and some other agencies) is 2,160 billion VND.

For wards, communes, and special zones under the City People's Committee, the total capital plan allocated in 2025 to these 94 units is VND1,282 billion. As of October 31, more than VND743 billion had been disbursed, reaching 65.7%. The remaining capital to be disbursed by January 31, 2026 is VND387 billion.

Regarding the implementation of key projects, creating momentum for socio-economic development of Da Nang city in the period of 2021 - 2025, the estimated capital plan for 2025 allocated for these projects is 3,946 billion VND.

As of October 31, 1,804 billion VND had been disbursed, reaching 46% of the assigned plan. In the period of 2021 - 2025, the city has 29 key projects, including 24 projects in Da Nang (old) and 5 projects in Quang Nam (old).

Regarding the disbursement and transfer of the 2025 public investment capital plan, since the beginning of the year, the Department of Finance has advised the City People's Committee to make 16 internal adjustments to the 2025 public investment capital plan with a total increase/decrease of more than VND 2,264 billion, contributing to accelerating the disbursement progress throughout the city. At the same time, the total medium-term capital plan for the 2021 - 2025 period has also been adjusted up/down by about VND 4,026 billion.

Concluding the meeting, Chairman of the City People's Committee Pham Duc An emphasized the spirit of decisive action, unity and high responsibility in disbursing public investment capital.

Chairman of the City People's Committee Pham Duc An requested each agency, unit and locality to grasp the current situation, clearly identify specific bottlenecks and problems to proactively resolve them, avoid stagnation and waiting for instructions; strengthen coordination between departments, branches and localities; avoid fear of collision and lack of initiative in handling work.

For projects lacking raw materials or facing regulatory problems, authorities need to promptly apply new regulations, handle them flexibly but in accordance with procedures, and ensure construction progress and disbursement.

Regarding site clearance, the Chairman of the People's Committee of Da Nang City requested relevant units to urgently review the progress of issuing unified guidance documents after merging provincial-level administrative units to speed up the implementation of key projects.

The head of the Da Nang City government also assigned the People's Committees of communes and wards to review all data on the medium-term public investment capital plan, synthesize and report to the city before the year-end meeting of the City People's Council to complete the presentation content.

“All requests and problems that arise must be proposed and handled immediately. In cases beyond authority, it is necessary to proactively report to superiors for timely consideration and resolution. Absolutely do not let rigidity and mechanicalness slow down progress,” Mr. An emphasized.
