President Luong Cuong chaired the signing ceremony of the Convention with the participation of United Nations Secretary-General António Guterres and many senior leaders of countries, regional and international organizations.

President Luong Cuong and the United Nations Secretary-General will deliver keynote speeches at the opening session.

The event was attended by representatives from nearly 100 countries and more than 100 international and regional organizations.

Taking place from October 25-26, the program includes the signing ceremony and the high-level conference, which will have 1 plenary discussion session, 1 signing session, 4 high-level discussions and 4 roundtable sessions, 1 gala dinner, and a technology exhibition jointly organized by the Vietnamese Government and the United Nations Secretariat.

Today, there will be a plenary discussion co-chaired by Prime Minister Pham Minh Chinh and the UN Secretary-General; along with high-level bilateral meetings, a series of sideline discussion events on the topics: "Protecting citizens in the digital transformation era"; "Global cooperation to prevent and combat online fraud"; "Implementing the United Nations Convention against Cybercrime: Capacity building is a pillar of global cooperation"; "Sharing experience in investigating and collecting electronic evidence in cases related to virtual assets and money laundering".

This is the first time Vietnam has hosted an event to sign an international document of the United Nations, which is of great scale and influence globally; it is a major multilateral foreign affairs event of great significance to Vietnam in 2025.

According to the provisions of Article 64 of the Convention, the United Nations Convention against Cybercrime was opened for signature in Hanoi (Vietnam) in 2025 and is called the Hanoi Convention.

The name of the Hanoi Convention in the document reflects the recognition of Vietnam's contribution to the development of this document, thereby showing that hosting the signing ceremony is a concrete step to affirm the position, demonstrate responsibility and promote cybersecurity initiatives of the Vietnamese Government.

In his message on the occasion of Vietnam hosting the signing ceremony of the convention, President Luong Cuong affirmed that with the participation and commitment of countries, the signing ceremony of the convention in Hanoi will become a historic milestone, affirming the value of multilateralism with the United Nations at the center, sending a strong message of determination to fight cybercrime and build a world of peace, justice, and rule of law, for the benefit of today's and future generations.

Sharing with the press, Deputy Minister Dang Hoang Giang emphasized that this is the first time a global multilateral convention, in a field that is of great interest to the international community, is associated with the geographical name of Vietnam.
