On the afternoon of April 29, the Office of the President, the Ministry of Public Security , the Supreme People's Court, and the Ministry of Foreign Affairs held a press conference to announce President Luong Cuong's 2025 amnesty decision.
According to Decision No. 767,the President decided to grant amnesty to 8,055 prisoners serving prison sentences and 1 person whose prison sentence is temporarily suspended, who are eligible for amnesty in 2025.
This decision takes effect from May 1.
Speaking at the ceremony, Deputy Head of the Office of the President Pham Thanh Ha said that on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), at the request of the Amnesty Advisory Council, on April 29, the President signed Decision No. 767, granting amnesty to prisoners serving prison sentences and those whose prison sentences are temporarily suspended.
"The 2025 amnesty once again affirms the lenient policy of the Party, State and the humanitarian tradition of the Vietnamese people towards criminals, encouraging them to repent and train to become useful people for society.
At the same time, amnesty is also a recognition of the results of rehabilitation and good compliance with rules and regulations of prisoners; it is the result of the process of educating and reforming prisoners, demonstrating the close coordination between prisons, families, relevant agencies and the whole society in implementing the criminal policy of the Party and State," Mr. Pham Thanh Ha emphasized.
According to the Deputy Head of the Office of the President, the process of considering and deciding on amnesty for prisoners serving prison sentences and those whose prison sentences are temporarily suspended is carried out strictly, publicly, fairly, accurately and ensures democracy in accordance with the provisions of the law.
Mr. Pham Thanh Ha stated that when considering amnesty, certain principles must be followed.
Specifically, amnesty must be conducted strictly, strictly, publicly, democratically, ensuring fairness, correct subjects, and conditions according to the provisions of law, so that all eligible prisoners are considered and no ineligible prisoner is considered for amnesty.
The Deputy Head of the Office of the President affirmed that in Vietnam, all violations of the law will be handled according to the provisions of Vietnamese law.
Therefore, all prisoners granted amnesty this time are those who have violated Vietnamese criminal law and have been sentenced by People's Courts at all levels according to the sanctions prescribed in the Penal Code and the Criminal Procedure Code of the Socialist Republic of Vietnam. Now these prisoners are eligible for consideration and amnesty.
"The amnesty does not discriminate or restrict any prisoner, whether the prisoner is Vietnamese or a foreigner. If the prisoner meets the conditions prescribed by the laws of the Socialist Republic of Vietnam, he or she will be considered for amnesty," said Deputy Head of the Office of the President Pham Thanh Ha.
