At the same time, amnesty is also a recognition of the results of rehabilitation and good compliance with rules and regulations of prisoners...

The process of considering and deciding on amnesty for prisoners serving prison sentences and those whose prison sentences are temporarily suspended is carried out strictly, publicly, fairly, accurately and democratically in accordance with the provisions of law.

To carry out the amnesty work, on July 30, 2024, the President issued Decision No. 759 to establish the Amnesty Advisory Council, in which the Ministry of Public Security is the standing agency of the Council. Afterwards, the Amnesty Advisory Council issued Instruction No. 88 to implement the President's Decision on amnesty in 2024; the Supreme People's Court issued Instruction No. 246 on implementing the President's Decision on people whose prison sentences are being postponed or temporarily suspended...

Amnesty does not discriminate or restrict any prisoner, whether the prisoner is Vietnamese or a foreigner. If the prisoner meets the conditions prescribed by the laws of the Socialist Republic of Vietnam, he or she will be considered for amnesty - Mr. Pham Thanh Ha affirmed.
