NDO - On the morning of April 22, President Luong Cuong and the National Assembly Delegation Unit 10, the National Assembly Delegation of Ho Chi Minh City attended the meeting with voters in Cu Chi and Hoc Mon districts to record and receive voters' opinions before the 9th session of the 15th National Assembly. The conference was held online at two connecting points in Cu Chi and Hoc Mon districts.

At the Conference, after listening to the representative of the Ho Chi Minh City National Assembly Delegation report to voters on the results after the 8th Session; announcing the main contents of the 9th Session, the 15th National Assembly, voters expressed their excitement at the new revolutionary decisions of the Central Committee; and were happy to receive the attention of the Party and State leaders, of the National Assembly deputies, especially President Luong Cuong. Voters highly appreciated the Ho Chi Minh City National Assembly Delegation for having many specific activities, listening to the opinions of the city's voters to prepare the contents before the 9th Session of the National Assembly.

Regarding major national issues, voters expressed interest in the results of the 11th Central Conference of the 13th tenure, including the issue of arranging and streamlining political system agencies, arranging administrative units and organizing two-level local governments, as well as preparations for the 14th Congress and the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Voters have raised many recommendations and proposals related to a number of areas of interest to voters. Voter Doan Thanh Xuan, Trung Chanh commune, expressed his agreement with the project on rearranging and reorganizing administrative units at all levels and building a 2-level local government model, but suggested that during the implementation of the project, the National Assembly and the Government should consider paying attention to the regime and policies to support the streamlined subjects to help them have conditions to stabilize their lives; at the same time, pay attention to arranging and assigning capable, dedicated, responsible and innovative people to arrange suitable jobs to attract resources.

Meanwhile, expressing concern and worry about the complicated situation of online fraud in recent times, voter Le Van Khuyen, Thoi Tam Thon commune, suggested that there should be more measures to protect people because the rate of people using digital technology is increasing but the online environment is complicated. Along with that, he suggested that functional units have a mechanism to control the online business sector to avoid tax losses and avoid the situation of fake, counterfeit and poor quality goods to protect consumers.

Regarding planning, land and construction management, voter Nguyen Van Tang, Tan An Hoi commune, proposed that competent authorities promptly adjust the planning of the Northwest urban area of ​​the City, in which existing residential areas should be retained for urban beautification, and vacant land and rice fields should be soon implemented with projects for local development.

At the conference, National Assembly delegates also asked leaders of functional agencies and leaders of Ho Chi Minh City to respond to voters' petitions as well as absorb voters' opinions for discussion and implementation.

Speaking at the conference, President Luong Cuong expressed his honor to meet voters in Ho Chi Minh City for the first time after being assigned to join the Ho Chi Minh City National Assembly Delegation at the 8th session of the 15th National Assembly; at the same time, he also recognized the great responsibility before voters and people of the City named after Uncle Ho.

The President highly appreciated the profound and constructive opinions, demonstrating responsibility and dedication to the prosperous and everlasting development of the country. The opinions expressed excitement at the new revolutionary policies of the Central Government, showing trust and appreciation for the strong and effective leadership and direction of local Party committees and authorities; the strong and synchronous participation of the entire political system, the business community and all classes of people, contributing to achieving important results in the fields of economy, society, national defense and security in the area. At the same time, voters also proposed many practical problems related to people's lives that need to be removed and resolved.

The President requested that, after the conference, the Ho Chi Minh City National Assembly Delegation fully absorb voters' opinions; review and fully reflect them to competent authorities and relevant agencies for consideration and settlement in accordance with the law.

The President informed and discussed a number of key issues on the world and national situation in general, the socio-economic development of Ho Chi Minh City in particular, and a number of outstanding issues that voters across the country are concerned about.

The President said that under the comprehensive, consistent and timely leadership of the Party; the close supervision of the National Assembly, the drastic direction and management of the Government and the Prime Minister; and the support and active participation of the people, in the first quarter of 2025, the country continued to achieve many important and comprehensive results in all fields. The Party and State have put forward many important policies and decisions, new strategies with long-term vision, in line with the people's wishes from major policies, thereby creating historic opportunities for the country to innovate and develop strongly in the new period.

In the first quarter of 2025, the economy continued to grow with GDP reaching 6.93% (the highest in the first quarter in the past 6 years, among the 20 countries with the highest growth in the world). The fields of culture, society, health, and education continued to receive attention and development. The whole country is implementing many infrastructure projects, especially highways and railways. The fields of national defense, security, and foreign affairs continued to be consolidated and enhanced; political security, order, and social safety were maintained. The implementation of the 3 strategic breakthroughs had many important directions, especially in renewing the thinking of law-making, ensuring management requirements and encouraging innovation, eliminating the idea of ​​"if you can't manage, then ban", and removing institutional bottlenecks.

The work of building the Party and the political system continued to achieve outstanding and positive results. The preparation work for Party congresses at all levels and the 14th National Party Congress was carried out seriously, scientifically, and responsibly, associated with innovation in the Party's leadership and governance methods and the State's management.

The President emphasized that the country's achievements have been greatly contributed by the Party Committee, government and people of Ho Chi Minh City. The city is a special urban area; the largest economic, cultural, educational, scientific and technological center in the country. The Ho Chi Minh City Party Committee has been very serious, proactive and urgent in thoroughly grasping and implementing the directions of the Central Committee and the Politburo on implementing the arrangement of the political system, the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government model. The city is also actively preparing many activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification.

Regarding the direction for the coming time, the President requested that Party committees and authorities of the City focus on thoroughly grasping and directing the synchronous, drastic and timely implementation of documents of the Central Committee, the Politburo, the Secretariat and the Government, and the directions of the General Secretary on streamlining the organization and apparatus; reorganizing administrative units at all levels and building a model of organizing two-level local governments, ensuring the right roadmap and progress, associated with the successful organization of Party congresses at all levels towards the 14th National Party Congress.

The President emphasized that in the process of implementing and deploying tasks, it is necessary to listen to the thoughts and aspirations of the people, cadres, civil servants, public employees, and Party members to create consensus in implementation. At the same time, it is necessary to continue promoting digital transformation, building e-government, digital government, digital society, and digital citizens to quickly adapt to the requirements of organization and operation of local governments at two levels; focus on leadership and direction of mobilizing resources to ensure the goals and tasks of economic and social development in 2025, determined to strive to achieve the set growth target of 10% in 2025 and double digits in the next period.

In particular, the City needs to closely coordinate with central agencies and units, focus on directing the preparation of a series of activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day, especially the April 30th anniversary celebration , parade, and march, gratitude activities, cultural and sports activities, groundbreaking and inauguration of works to celebrate the anniversary; absolutely ensure security and safety for the anniversary events in the City.

The President also visited and presented gifts to Armed Forces Hero To Van Duc, who spent his youth in the Cu Chi tunnels. He was called the "tank destroyer" because he created landmines to destroy 5,000 enemy tanks during his 10 years in the land once known as the "steel land" at the northwest gateway of Saigon.
