On the morning of November 5, the Chairman of Khanh Hoa Provincial People's Committee issued a telegram on proactively preventing, avoiding, and responding to storm Kalmaegi (storm No. 13).

According to forecasts, the storm entering the East Sea will become the 13th storm in 2025, continuing to strengthen to level 13-14, gusting to level 16-17 and moving towards the sea and mainland of the Central and South Central regions. Truong Sa Special Zone (Khanh Hoa) and the offshore waters from Da Nang to Khanh Hoa may be directly affected with very strong winds.
Therefore, the Chairman of Khanh Hoa Provincial People's Committee requested units and people to proactively deploy all response measures.
Accordingly, the Provincial Military Command is responsible for presiding over and coordinating with relevant units to urgently call on vessels still operating at sea to return to shore or find safe shelter, which must be completed before 2:00 p.m. on November 5. In particular, people on rafts and anchored vessels must return to shore before 12:00 p.m. on November 6 until the storm dissipates.
The Department of Education and Training directed educational institutions in the area to let students stay home from school on November 6-7 and on days of heavy rain and floods.
Regarding agricultural production and flood prevention, the People's Committees of communes, wards and special zones must urgently notify people to harvest agricultural production early according to the motto "green house is better than old field". At the same time, localities organize to review and inspect vulnerable areas, areas at risk of flash floods, landslides, low-lying areas to proactively plan to evacuate people to safe places (if necessary, forced evacuation is required).
The Department of Agriculture and Environment directed localities to implement measures to reduce damage to agricultural production. At the same time, it directed reservoir management units to urgently operate and regulate reservoirs, prioritizing flood prevention capacity for downstream areas. These units must calculate the amount of incoming water, operate and regulate flood discharge appropriately to ensure water storage for production, safety of works and flood prevention in downstream areas.
Reservoir management units also need to regularly inspect and detect locations at risk of landslides along the lake and strengthen coordination in notifying and warning about reservoir operations to authorities and people in downstream areas.
People's Committees at all levels should step up propaganda and instruct people to proactively stockpile food and raise assets in low-lying areas that are frequently flooded.
