At the Belt and Road Summit, President Vo Van Thuong stated that Vietnam has identified the digital economy as its new space, and its new productive forces as human resources, technology, and digital data.
On the afternoon of October 18th, the third Belt and Road Forum (BRF 3) continued in Beijing, China, with three high-level sessions on digital economy, green development, and regional connectivity, along with six ministerial-level sub-forums on trade connectivity, people-to-people exchanges, academic exchanges, the Clean Silk Road, local cooperation, and maritime cooperation.
Speaking at the forum, PresidentVo Van Thuong assessed that with high determination, large investments, and many specific programs, projects, and actions, the "Belt and Road" initiative has become a major international cooperation mechanism, making many important contributions to infrastructure connectivity and global economic integration. It is an open, inclusive, high-quality cooperation framework that brings practical benefits to all participating parties and deepens friendship and solidarity between the peoples of different countries.
The President affirmed that Vietnam always supports initiatives that benefit peace , cooperation, and development in the region and the world. Vietnam welcomes and has actively participated in many important global mechanisms and initiatives initiated by China.
Discussing the digital economy – a new driving force for growth, the President shared that digital transformation is an inevitable trend, taking place strongly and extensively globally, driven by new and modern technological breakthroughs.
The President also emphasized that the development of the digital economy opens up enormous new potential and space for development, rapidly creating linkages between countries. Each country will participate more deeply in the global economy, becoming an inseparable part of the global digital economy.
However, the digital economy also poses potential risks to security and social welfare if not properly guided and managed. The "Belt and Road" initiative has promptly grasped this trend and made significant contributions to the dramatic transformation of countries along the "Digital Silk Road," from modern digital infrastructure and smart cities to vibrant commerce in the digital space.
The President shared that Vietnam values its connections with the world—on land, in the air, at sea, and in digital space. Accordingly, Vietnam is striving to accelerate digital transformation and economic development, restructuring the economy in conjunction with innovating its growth model. In that spirit, Vietnam has identified the digital economy as its new space.
The new productive forces are digital human resources, digital technology, and digital data. The new driving force is digital innovation. In recent years, Vietnam's digital economy has experienced rapid growth; contributing 14.26% to GDP in 2022, and aiming for 20% of GDP by 2025 and 30% by 2030.
To ensure a balance of interests among nations and to bring tangible benefits to all citizens in the process of digital transformation and digital economic development, the President proposed cooperation on the digital economy based on three pillars.
Cooperation on digital institutions to build appropriate regulations, ensuring data transparency, security, and confidentiality; creating a friendly business environment; preventing and combating transnational crime; and ensuring national safety, security, and sovereignty must take into account the level of development and specific characteristics of each country, ensuring a balance of interests and equality for all parties.
Cooperation on digital infrastructure is essential to ensure and enhance the participation of countries in the global digital economy. The President called on international financial institutions and businesses to cooperate and invest in infrastructure projects in Vietnam and other countries in the region.
Digital human resource cooperation is crucial for developing high-quality human resources capable of researching, developing, and applying technology, especially new and cutting-edge technologies. The President emphasized the need to promote knowledge and technology transfer projects in the digital economy.

President Vo Van Thuong congratulated Secretary-General António Guterres on the occasion of the United Nations Day on October 24th and wished the Secretary-General continued success in his role in promoting the achievement of the Sustainable Development Goals, bringing peace, cooperation, and prosperity to people around the world.
Vietnam has always regarded the United Nations as the leading organization for peace, cooperation, and development in the world, and as a reliable, loyal, and long-standing friend of Vietnam throughout all stages of national development.
President Vo Van Thuong stated that Vietnam is actively coordinating with organizations within the United Nations system to implement many cooperation activities such as achieving the Sustainable Development Goals, responding to climate change, digital transformation, green transformation, ensuring social justice, and participating in peacekeeping forces.
The President requested the United Nations to continue supporting Vietnam in fulfilling its international commitments, including the Common Agenda (OCA), as well as in the process of achieving its national development goals.
UN Secretary-General António Guterres thanked Vietnam for its excellent cooperation and support for the United Nations in all priority areas of work, especially peacekeeping, international security, climate change, sustainable development, water security, and food security.
Secretary-General António Guterres emphasized that Vietnam is a good model for many developing countries and an important partner of the United Nations, and expressed his expectation that Vietnam will make increasingly significant contributions to global governance.
In addition, Secretary-General António Guterres fully agreed with and shared Vietnam's views on upholding multilateralism, international law, and enhancing the effectiveness of international institutions.
