To properly perform their functions and duties, and to improve efficiency and timely handling of work, the Chairman of the Provincial People's Committee requests the Vice Chairmen of the Provincial People's Committee, Directors of departments, and Heads of boards, agencies, and units at the provincial level:
1. Continue to strictly implement Decision No. 58/2016/QD-UBND dated September 30, 2016, of the People's Committee of Nghe An province promulgating the Working Regulations of the People's Committee of Nghe An province; Directive No. 20/CT-UBND dated June 4, 2024, of the Chairman of the People's Committee of the province; Official Letter No. 815/UBND-TH dated January 30, 2024, of the People's Committee of the province; and other directives of the People's Committee of the province and the Chairman of the People's Committee of the province on rectifying advisory work, strengthening discipline, order, and responsibility in handling work. Exercise the correct authority in advising, submitting for signing, and resolving assigned tasks.
2. Regarding responsibilities for handling tasks:
- The Vice Chairmen of the Provincial People's Committee shall proactively handle tasks within their assigned areas of responsibility as stipulated in Decision No. 819/QD-UBND dated March 21, 2025, of the Chairman of the Provincial People's Committee; they shall report to the Chairman of the Provincial People's Committee before signing and issuing documents submitted to the Standing Committee of the Provincial Party Committee, the Provincial Party Committee, Ministries, branches, and central agencies (except for documents providing feedback or supplementing dossiers).
- Directors of Departments, Heads of Boards, Agencies and Units:
+ Advise and propose to the Provincial People's Committee leaders on the assigned areas of responsibility, review and promptly implement the contents of the Provincial People's Committee's monthly and annual work programs and assigned tasks, ensuring quality and progress. For newly issued policies and guidelines from the Central Government, it is necessary to concretize them and urgently coordinate to implement them promptly and effectively.
+ Proactively resolve difficulties and obstacles within their authority (especially legal issues). If they lack the capacity and resources to resolve the issue, the Director of the relevant Department must proactively work with the Director of the relevant Department to complete the dossier and content for submission to the Provincial People's Committee and the Chairman of the Provincial People's Committee for consideration and decision; without affecting the direction and management of the socio-economic development plan and its implementation progress.
+ Timely handling of tasks according to functions, duties, schedules, and deadlines, especially procedures directly related to citizens, organizations, individuals, and businesses; avoiding shirking responsibility, causing delays and bottlenecks; reviewing and addressing issues arising during the process of reorganizing the administrative apparatus according to Resolution No. 190/2025/QH15 dated February 19, 2025, of the National Assembly and related guiding documents. Strengthening administrative discipline, workplace culture, and a sense of responsibility in the performance of duties. Regularly inspecting, checking, and supervising public service activities; rectifying and handling cases of violations. Strictly implementing the directives of the Provincial People's Committee in Official Letter No. 1617/UBND-KSTT dated March 6, 2025.
+ Specialized agencies (after consolidation, merger, or new establishment) shall, based on their assigned functions, tasks, and powers, promptly review and advise the Provincial People's Committee on the consolidation of Steering Committees, Councils, etc., in accordance with the Decision on the assignment of tasks by the Chairman and Vice-Chairman of the Provincial People's Committee (in Decision No. 819/QD-UBND dated March 21, 2025, of the Chairman of the Provincial People's Committee). This shall be completed before April 10, 2025.
3. Regarding business trips and work with central government agencies and other provinces:
- Strictly implement Regulation No. 28-QD/TU dated November 1, 2023, of the Provincial Party Committee on organizing work transfers to grassroots levels, attending rallies, commemorative ceremonies, congresses, conferences, and receiving guests by members of the Standing Committee of the Provincial Party Committee, Vice Chairmen of the Provincial People's Council, Vice Chairmen of the Provincial People's Committee, and Vice Heads of the Provincial National Assembly Delegation.
- The Vice Chairmen of the Provincial People's Committee shall prioritize scheduling meetings with leaders of ministries, central agencies, and departments according to their respective areas of responsibility (except for unscheduled meetings authorized by the Chairman of the Provincial People's Committee); in case of absence, they shall promptly report to the Chairman of the Provincial People's Committee so that appropriate representatives can be appointed to attend.
- Directors of Departments, Heads of Boards, Branches, and Units shall direct relevant departments and divisions to be responsible for coordinating and preparing thoroughly and meticulously the content, participants, and conditions for the working session; if the working session includes leaders from Ministries, branches, or central agencies, the Vice Chairman of the Provincial People's Committee in charge of the relevant field shall preside over the working session and report the content and results to the Chairman of the Provincial People's Committee.
- The Office of the Provincial People's Committee directs the specialized departments and staff assisting the Provincial People's Committee leaders to take responsibility and proactively coordinate with departments and agencies; coordinate in reviewing and preparing the content and conditions for the working session.
