Resolution No. 07-NQ/TU of the Standing Committee of Thanh Hoa Provincial Party Committee on the construction and development of Sam Son City to 2030, with a vision to 2045, has set out one of the important tasks of Sam Son City, which is to focus on developing synchronous and modern infrastructure and accelerating the urbanization process. To gradually carry out the above tasks, the city has identified the development of synchronous and modern socio -economic infrastructure and the construction of a smart city as one of the key programs for leaders to implement.

With the goal of building and developing Sam Son into a smart, modern coastal tourism city, in recent times the city has focused resources on investing in synchronous urban infrastructure according to the criteria of a type II urban area, implementing the planning towards a type I urban city. Especially investing in upgrading accommodation facilities, hotels, restaurants, supermarket systems, commercial centers, postal infrastructure, telecommunications, banking, healthcare,education . Applying information technology in building e-government, urban management, tourism, information, traffic, security and order, healthcare, education. Focusing on investing in cultural institutions...
Accordingly, in 2023, many large and important projects of the city have been and are being invested in, many projects have been completed and initially put into operation. Notable among them are the Sea Square Project, the festival landscape axis; the Thanh Hoa - Sam Son landscape axis route (from National Highway 10 to Road 4C); Road 4C, Sam Son City (from Tran Hung Dao Street to the Southern Ring Road); The Memorial Project for Southern compatriots, cadres, soldiers and students regrouping to the North is being accelerated... In addition, a number of other important projects are also being actively implemented, such as the Sea Square urban area project; the Nam Song Ma entertainment area project; the Song Do ecological resort urban area project; the Dong A coastal urban area project; the Hung Son villa project...
In particular, on November 9, 2023, the city held a ceremony to announce Resolution No. 442/NQ-HDND dated September 29, 2023 of the Provincial People's Council on naming Dong Son Avenue, Sam Son City. This is considered the highlight of the Sea Square Project complex and the Sam Son City Festival Landscape Axis, which is and will create a new and attractive destination for city tourism. Thereby, contributing to accelerating the construction progress and completing the socio-economic infrastructure system in the area.
Entering 2024, along with accelerating the socio-economic growth rate, Sam Son City focuses on continuing to invest in infrastructure development. In particular, focusing on completing the Sea Square Project, the festival landscape axis. At the same time, speeding up the implementation of major and key traffic and technical infrastructure projects such as Tay Sam Son 5 Road (section from Nam Song Ma Avenue to National Highway 47); Nguyen Du Road (section from Le Thanh Tong Street to Ma River Dike); Thanh Nien Road (section from the foot of Truong Le Mountain to Tong Duy Tan Street), coastal road and bridge over Ma River (section from National Highway 47 to Hoang Hoa); Voi - Sam Son Road (section from Road 4A to Road 4C)... In particular, focusing on completing Area A and the traffic route of the Memorial Project for Southern compatriots, cadres, soldiers, and students who gathered in the North; as well as preparing conditions to organize the 70th Anniversary Ceremony to welcome compatriots, cadres, soldiers and students from the South to the North.
Along with that, continue to improve and strengthen the infrastructure of existing educational and training facilities associated with effectively implementing the Project on building national standard schools in the city for the period 2021-2025. At the same time, actively connect with provincial departments and branches to request the Provincial People's Committee to pay attention to investing in building additional facilities for 3 high schools: Sam Son High School, Nguyen Thi Loi High School, Chu Van An High School... Pay attention to consolidating and perfecting the grassroots health network, strengthening facilities, modern technical equipment, improving the examination and treatment capacity of hospitals in the area.
In particular, the city is researching and implementing the project of the City Children's Cultural Palace according to Resolution No. 298/2022/NQ-HDND dated July 13, 2022 of the Provincial People's Council on a number of specific mechanisms and policies for the city's development. At the same time, invest in building new cultural houses in communes, wards, and residential areas; call for investment in sports facilities in residential areas, villages, and residential groups to serve the goal of all people practicing sports. Continue to restore and embellish key historical and cultural relics such as Doc Cuoc Temple, An Duong Vuong Temple and Princess My Chau Temple...
It can be said that focusing on investment to complete infrastructure is not only to "go one step ahead" to create a foundation for socio-economic development, but also to contribute to creating a civilized urban tourism appearance, as well as improving the material and spiritual life of the city's people.
