In recent years, along with the strong development of the socio- economy , cultural work at the grassroots level has had many positive changes. However, the reality shows that the preservation and promotion of traditional cultural values ​​and the construction of grassroots cultural life are still limited.

The decline in morality and lifestyle, the commercialization of cultural activities, as well as the indifference of a segment of the youth towards traditional values ​​are worrying issues.

Therefore, I recommend that the draft Political Report of the 14th Congress should emphasize more clearly the role of culture as the spiritual foundation of society, on par with economics and politics; at the same time, propose specific solutions to invest in grassroots culture, especially in developing community cultural institutions, improving the quality of the movement "All people unite to build a cultural life".

Besides, there should be policies to support and encourage people to participate in cultural activities, traditional education, build a civilized lifestyle, form dynamic, humane and affectionate Hai Phong people, contributing to spreading the image of Vietnamese people in the new era.
